Deliveryman Tries to Test System, Gets “Saman” by LTA Officer

LTA strikes yet again.

With the recent spate of LTA vs driver incidents over the past few months, it’s safe to say that public sentiments towards the government organisation isn’t exactly at its highest.

This video, posted on Facebook by deliveryman Muhd Fazuwan, might’ve just made things worse.

In the 6-minute clip, Fazuwan starts off by explaining that the loading bay at Lorong Mambong only allows for one delivery truck to be parked there at any one time.

But the thing is, Lorong Mambong has stretches of cafes along both sides of the street – all of which require logistics to be delivered on the daily.

Fazuwan claims that there is only one loading bay in the Lorong Mambong area, which essentially means that some trucks will be forced to park (illegally) at the side of the road while the deliverymen go about their runs.

What he says might actually be true – according to the LTA’s Code of Practice, cafeterias are only required to have one loading/unloading space per 8000 square metres – which is larger than an Olympic-sized football field.

Here is a transcript of the conversation between the two:

“You are here, driver, I ask you to move. Go at park at the loading bay.”

“Where is the loading bay? And you still saman people in the loading bay, that’s what you say. Loading bay can only park one vehicle in each loading bay. So can I know, when are other vehicles supposed to park?”

“In the carpark la. If there’s no space for you…”

“[…] Those suppliers here are bringing vehicles with 14-footers. So the carpark is not enough for them to put.”

“That one is, you ask LTA to make the LUB (loading unloading bay) somewhere else, or make it longer, so more space for them. We all just do our duty only.”

“We understand you’re doing your duty, but you don’t give even a single chance when you know that those suppliers come every single day. And those suppliers are majority regular suppliers down here.”

But here’s the kicker: the LTA officer claims that Fazuwan didn’t explain why it was so necessary for him to flout the law.

“You want to park, you got no space to park, you explain to me, maybe I –“

“We already do explanation, that can you please give us at least five minutes or 10 minutes to do delivery. But the thing is, you still don’t give us a good chance –“

[laughs] “As if la. As if.”

Fazuwan then calls out the LTA:

“Suppliers doing their jobs, and LTA still making us suffer. We already serve all the cafés drinks, everything, LTA still disturb us over here. So please do something, government.”

Let’s make one thing clear: the LTA officer isn’t obliged to not give Fazuwan a “saman”. But we all saw from the video – Fazuwan did try to explain his side of things, so that debunks the “you explain to me, maybe” part of her argument.

If Fazuwan had waited for the loading/unloading bay to be cleared, he might’ve been late for his delivery runs – that would probably have worked better to appeal to the LTA officer, instead of waving a camera in her face the whole time.
