A 43-year-old Singaporean welfare officer was fined S$8,000 on 31 August 2026 for ill-treating a 10-year-old boy under his care at a welfare home.
The man, who cannot be named due to a gag order protecting the victim, pleaded guilty to ill-treating a child in his care.
He had been working as a welfare officer at the home since 2018, where his duties included supervising residents. He is also a practitioner of silat.
Officer Scolded Boy After Parapet Incident
The incident happened on 11 August 2025 after a woman saw the boy climbing onto a parapet on the second floor of the welfare home and raised the matter with the officer.
The boy had been living at the home for about six months at the time.
Later that day, the officer confronted the boy at a first-floor prayer hall, where about 16 other residents were waiting for prayers to begin.
The officer believed the boy was smirking and smiling at him.
During the confrontation, he used Hokkien vulgarities, told the boy he could spit saliva at him, and said the “camera” was not working, implying that he could hit the boy without being caught.
The officer then elbowed the boy in the face, kicked his leg so that he fell, and pushed down against the boy’s chest, causing him to fall backwards onto the floor.
When other residents turned to look, the officer instructed the boy to join the others for prayer.
The incident was captured on CCTV.
Court Says Officer Abused Position Of Trust
The boy later sought medical treatment for tenderness and was discharged on the same day. A doctor subsequently made a police report.
The charge against the officer involved three acts: using his elbow to strike the boy’s face, kicking the boy’s leg, and pushing against his chest.
The prosecution sought a fine of between S$6,000 and S$8,000, highlighting that the victim was a vulnerable young person placed under the officer’s care.
The defence asked for a lower fine, arguing that the officer had been a good employee for many years and that the incident was a one-off.
The officer remains employed at the welfare home but is no longer in direct contact with residents.
The judge said aggravating factors included the abuse of his authority, the betrayal of his role, and the fact that his actions involved some degree of premeditation.
However, the judge also noted that there was no evidence of a history of abuse and that the welfare home continued to value his services.
The judge said the S$8,000 fine was the maximum possible punishment for the offence and warned that the officer would likely face imprisonment if he committed a similar offence again.
For ill-treating a child under his care, an offender can be jailed for up to eight years, fined up to S$8,000, or both.
