URA Proposes Denser Ang Mo Kio Housing Site, Homes at Tan Boon Liat Building Site

More housing could be built on an Ang Mo Kio Street 82 site, while the land occupied by Tan Boon Liat Building could be converted from industrial use to homes with shops on the first storey.

The Urban Redevelopment Authority (URA) published the proposed changes to the Master Plan 2025 on 30 October. Both remain proposals requiring approval.

Higher Housing Density in Ang Mo Kio

URA proposes raising the Ang Mo Kio site’s gross plot ratio from 3.5 to 4.4, saying the higher-density residential development would help meet housing demand in the area.

Plot ratio measures a building’s total gross floor area against the size of its land parcel. A higher ratio allows more floor space on the same land area, although the eventual development must also meet other planning and technical requirements.

The site is beside ITE College Central and near two housing developments under construction, Lianhe Zaobao reported.

Property analysts interviewed by the newspaper believe it could be used for HDB flats. MOGUL.sg chief research officer Nicholas Mak estimated about 1,300 flats, while ERA key executive officer Eugene Lim put the potential number at 800 to 1,000.

These are the analysts’ assessments of the site’s potential, rather than an official flat count or a confirmed HDB project announcement.

Homes and Shops Proposed for Tan Boon Liat Site

At Outram Road and Zion Road, URA proposes changing the Tan Boon Liat Building site’s zoning from Business 1 to Residential with Commercial at 1st Storey, with the plot ratio rising from 3.1 to 4.9.

URA said the proposed rezoning follows a development proposal it received.

The freehold property, known as a furniture hub, is beside Havelock MRT station. In July, a unit of Kingsford Group agreed to buy the building for S$950 million in a collective sale. Zaobao’s 30 October report said the transaction remained subject to conditions and final approval from owners and the Strata Titles Board.

For a future residential development, Lim estimated at least 800 private homes, while Mak estimated 950 to 1,000, Zaobao reported. Those figures are forecasts, not approved project details.

Public Feedback Open Until 28 November

The proposed amendments can be viewed online or inspected at the URA Centre during office hours from 30 October to 28 November 2026.

Written objections or representations must reach the Permanent Secretary at the Ministry of National Development by 28 November and explain the grounds for the submission.

URA notes that actual development parameters, including building height, remain subject to urban design and technical considerations.
