Over 6,000 Homes Planned for Toa Payoh West, With New Mall Near Caldecott MRT

More than 6,000 new homes are planned for Toa Payoh West over the coming decade, alongside a new shopping mall and community and recreational facilities around Caldecott MRT station.

HDB said on 31 October that the neighbourhood will have mostly public housing, with some private homes. It is intended to become a second “heart” for Toa Payoh, complementing the existing town centre at Toa Payoh Central.

National Development Minister Chee Hong Tat unveiled the plans at HDB Hub that day.

New Mall And Park Around Caldecott MRT

A development combining homes and a shopping mall is planned near Caldecott MRT station, bringing more places to shop and eat.

A plaza in front of the development will connect to a new 1.2-hectare wellness park. Nature-themed playgrounds, a jogging track and fitness stations are planned, alongside quieter areas such as a butterfly trail and rain gardens.

The authorities are also looking into building a school in the area.

About 1,600 Flats In November Launch

HDB will put up Toa Payoh Hillside, the plan’s first Build-To-Order (BTO) project, for sale in November 2026.

Next to Caldecott MRT station, it will have five residential blocks ranging from 31 to 43 storeys. The housing mix comprises 590 two-room flexi flats, 580 four-room flats, 260 Community Care Apartments and about 230 public rental flats.

These include Toa Payoh’s first Community Care Apartments, which combine senior-friendly homes with care and social support to help residents live independently.

From the November BTO exercise, the eligibility age for these apartments will fall from 65 to 55.

Residents of the block will have a direct link to an Active Ageing Centre, a Residents’ Network Centre and a precinct pavilion, as well as a sheltered walkway to Caldecott MRT station. Common corridors will have grab bars and coloured signs to help residents find their way.

Toa Payoh Hillside will also have a supermarket, shops, a food court, playgrounds, community gardens and sky terraces.

More Greenery And Walking Links

The area’s hilly terrain has inspired a “Hillside Gardens” design, with buildings stepping down towards a Central Green Valley.

This network of parks and green spaces will link homes with amenities, including the MRT station and mall.

Pedestrians will also get a shaded, car-free path between Caldecott MRT station and Lorong 1 Toa Payoh, along a 15m-wide corridor lined with trees and seating.

Members of the public can view the master plan at the Level 1 Gallery of HDB Hub from 31 October to 2 November 2026, and some exhibits will stay on display until mid-2027.
