Bank Analyst Gets Jail, Caning for Sexually Exploiting 31 Young Victims Through ‘Sugar Baby’ Scheme

A 32-year-old business analyst at a bank has been sentenced to six years and nine months’ jail along with six strokes of the cane for sexually exploiting 31 girls and young women over a three-year period.

Bank Employee’s “Sugar Baby” Scheme Targeted Young Victims

Hee Lic Yuan pleaded guilty to 15 charges in January 2025, with another 44 charges taken into consideration during sentencing on 16 Apr 2025. His offenses included sexually penetrating an underage girl and producing sexually explicit material involving minors.

From 2019 to 2021, Hee approached girls and young women aged between 13 and 22 on social media platforms like Instagram, TikTok, and Telegram.

He would ask them to be his “sugar baby” – a term describing a younger person willing to spend time with a wealthier, often older individual in exchange for money and gifts.

Hee initially paid some victims for nude photos and sexual services. However, around 2020, he devised a plan to cheat victims by obtaining sexually explicit images and sexual services without paying them as promised.

In one case from 2017 or 2018, Hee followed the Instagram account of a 15-year-old girl (identified as V2 in court documents).

Aware of her age, he offered her $150 for each nude video and $50 for each nude photo. After receiving the content and paying her $200 via PayPal, he later asked to meet her in person.

In May 2019, he offered V2 $350 for sex, which she accepted. The following month, during another encounter, Hee secretly recorded her. When V2 protested, he promised to delete the recording but paid her less than the agreed amount.

When she blocked him on social media, he threatened to leak her topless photo if she didn’t return $100 to him.

Multiple Underage Victims and Criminal Tactics Revealed in Court

The youngest victim was just 13 years old (identified as V7).

In January 2021, despite knowing her age, Hee explained the terms of his “sugar baby arrangement” and requested nude pictures in exchange for promises of “several thousands of dollars.”

When V7 refused to send more photos, Hee threatened to distribute her naked images to her Instagram followers if she didn’t comply. Although she felt distressed, she refused his demands.

He later claimed he did not intend to follow through with his threat.

During the sentencing, District Judge Ow Yong Tuck Leong noted the “large number” of victims and described Hee’s offenses as “highly meditated.”

The judge emphasized that offenders cannot downplay their blame by relying on victims’ “perceived willingness,” which likely stemmed from the victims’ immaturity or lack of financial resources.

Hee’s lawyer, Tanaya Kinjavdekar from Trident Law Corporation, argued for a lighter sentence, stating that her client had “voluntarily revoked” his bail as a form of penance after his arrest on 31 Mar 2021.

She added that Hee had sought psychiatric help and was diagnosed with compulsive sexual behavioral disorder, which had a “contributory link” to his offending.

The case came to light on 20 Mar 2021 when one of his 15-year-old victims reported to police that she had been sexually assaulted, leading to Hee’s subsequent arrest.
