Five Chinese nationals appeared in court on 18 Jul 2025, facing corruption charges for allegedly orchestrating a scheme to deliberately get arrested in Singapore.
The men planned to obtain special passes and sell illegal sex enhancement medications while out on bail.
The Corrupt Practices Investigation Bureau (CPIB) announced that the men allegedly offered bribes to enforcement officers between January and June 2025.
All 12 officers involved rejected the bribes.
Singaporean Drug Abuser Masterminded Bribery Plot
The elaborate scheme was allegedly masterminded by a Singaporean drug abuser who has since been arrested. The Central Narcotics Bureau is currently investigating the mastermind’s involvement.
The Chinese nationals allegedly planned to get caught offering bribes to enforcement officers to prolong their stay in Singapore, while investigations were ongoing. Their goal was to obtain special passes that would allow them to remain in the country legally.
Special passes legalise a foreigner’s stay in Singapore and are typically issued for specific purposes such as assisting in investigations or attending court proceedings. Foreigners with special passes are prohibited from working unless they possess valid work passes.
The accused allegedly sold illegal sexual enhancement medications while out on bail, violating the terms of their special passes.
Multiple Bribery Attempts Across Singapore
Lin Liangjun, 32, faces four charges for allegedly offering $160 in bribes to four police officers on 24 Jun 2025. He attempted to prevent them from taking further enforcement action after his involvement in a traffic accident.
Xiao Xiezhi, 43, was charged with three counts of allegedly offering bribes totalling over $400 to three National Environment Agency (NEA) officers. He was caught smoking under a bus stop shelter near People’s Park Complex on 22 Jan 2025.
Huang Chuangshun, 40, faces two charges for allegedly offering $100 in bribes to two NEA officers on 23 Jun 2025. He was caught smoking in a non-designated smoking area in Orchard.
Xu Bixin, 31, was charged with one count of allegedly attempting to bribe a police officer with $70 on 3 May 2025. He sought to avoid an identity check.
Xu Zhishen, 37, faces two charges for allegedly offering $119 in bribes to two police officers on 27 Apr 2025. The incident occurred near Sri Mariamman Temple in South Bridge Road.
CPIB investigations revealed that the accused had allegedly paid their bailors to facilitate their bail and bail extensions. The foreigners were previously caught and released on agency bail before being charged.
On 17 Jul 2025, CPIB officers brought Xiao back to the scene in Geylang Lorong 20. He had allegedly handed money to bailors outside the New Cathay Hotel in the area.
Geylang Lorong 20 is a known hub for illicit activities where illegal sex drugs are openly sold by street peddlers. Several makeshift roadside booths displaying such products were visible even in the presence of media and CPIB officers.
The prosecutor argued against granting bail, stating the men had committed offences while previously out on bail. She highlighted the risk of collusion among the accused and with other individuals currently under investigation.
“If the accused persons are released on bail, there is a real risk of collusion, not just among themselves but with other individuals who are currently being investigated,” the prosecutor told the court.
The judge ordered all five men to be remanded without bail. Their cases will be heard again on 1 Aug 2025.
Those convicted of bribery face up to five years in jail and fines of up to $100,000.
