A man has recently found his way to the top of Clementi residents’ blacklist after residents complained that the man has been howling and yelling late into the night, making it difficult for residents to get some sleep at night.
Well, I guess every district in Singapore has a bit of the Yishun spirit lah.
Man in Clementi Howls and Yells Late Into the Night; Residents Unable to Sleep
We’ve all experienced having to occasionally tolerate some noise from our neighbours, say, for instance, during festive periods. After all, it’s part and parcel of the HDB experience — when you’re staying in such close proximity to so many other people, such experiences are inevitable.
However, some residents in Clementi have had to tolerate much worse. According to Shin Min Daily News, a man staying in Clementi has been howling and yelling deep into the night.
And he’s been doing it nearly every night, for years.
The issue has been plaguing residents of Block 731, Clementi West Street 2.
According to Huang, a 47-year-old resident who has stayed at the HDB block all his life, the noise first started two or three years ago. He shared that around the start of the COVID-19 outbreak, he often heard noises such as coughing and yelling emanating from the downstairs unit.
“Recently, there’s also the sound of someone imitating the howling of a dog. Sometimes the person yells in the middle of the night, preventing our family from getting a good rest,” Huang added.
If only he was howling and yelling at the break of day instead — he would be a fantastic alarm clock. Confirm plus chop you will never be late for work ever again.
Huang’s 80-year-old mother, who stays in the same unit as Huang, has also been affected by the noise. In fact, she was so affected by the noise that she decided to start sleeping in the living room instead of the master bedroom, where she usually sleeps.
“Sometimes I would hear him yelling at 2 am, and I would wake up and be unable to fall asleep again. Moving to the living room would be a little better, but it still affects the quality of my rest,” Huang’s mother shared.
Huang and his mother weren’t the only residents affected by the noise. According to Shin Min Daily News, residents on all ten floors of the Clementi HDB block also shared that they were affected by the noise.
One resident added that the man wouldn’t just howl and yell late at night, but he would also make strange noises during the day as well.
But that’s still far from grasping exactly how much noise the man has been causing. Apparently, residents from at least four floors of the opposite block, Block 713, are also affected by the noise.
For context, the two blocks are separated by a road. They’re about 50 metres apart.
A resident from the opposite block shared that the noise would persist for 15 to 20 minutes intermittently.
Man Allegedly Contending With Mental Health Problems
So, who is our man of the hour, howling and yelling late into the night?
When reporters from Shin Min Daily News tried to visit the unit the man was allegedly staying in, no one answered the door. Regardless, other residents in the block have given a better idea of who the man is.
Residents revealed that the man involved was a middle-aged man. Some residents also shared that the man may be contending with certain mental health problems and might be unable to control his own behaviour.
“His behavior affects everyone, but I also feel that he needs help and maybe the authorities can step in and see how to help him,” one resident shared.
Residents Lodge Reports With the Authorities and Install $2,000 Soundproof Windows
At this juncture, you may be thinking: “Aiyo, if it’s been so many years and if the noise is really so loud, why not report it to the authorities and let them handle it?”
Well, that’s already been done lah. Huang shared that the matter has already been reported to the relevant authorities. However, there has been no follow-up on the report.
“We are helpless and don’t know what to do,” Huang added.
Other residents have decided to take things into their own hands instead.
For one, a resident in the HDB block has allegedly reported the matter to the man’s mother. However, the man’s mother apparently shared that her son was unwilling to seek help — in particular, he was unwilling to see a doctor.
Another resident has even resorted to forking out $2,000 from her own pocket to install soundproof windows in her home. She also bought thick curtains, which were presumably meant to be soundproofing curtains.
Macam building studio like that. But, what to do? No choice lah.
Yet, the resident shared that the soundproofing did not make much of a difference, and that she could still hear the man’s noises.
Wah… The only other solution is to permanently wear noise-cancelling headphones already lah.
And, of course, there’s also a group of residents who have simply tried to get used to the noise lah. One resident shared: “Sometimes I sleep with the windows closed. Even though it’s very hot, there’s nothing I can do about it. After all, we’re all neighbors.”
Imagine that you were one of the residents staying in this Clementi HDB flat. What would you do about the noise?
