Despite Complaints of “Special Service” Shops, There Are No New Massage Parlour Approvals in Jurong East Ave 1 in a Year

In the hustle and bustle of life in Singapore, when you need a little R&R, getting a massage has always been a go-to activity to unwind. 

But guess what? Some of these massage parlours offer more than just a friendly back rub. 

Yep, they’re spicing things up a bit in the world of relaxation. You know what we’re talking about. 

Recently, residents within the Yuhua neighbourhood have complained about the rise of massage parlours nearby. 

According to CNA, more than ten massage establishments have emerged in recent years. Some of these massage establishments are suspected of providing sexual services. 

Complaints Surge Regarding HDB Massage Parlours in Yuhua

On 15 November 2023, Shin Min Daily News brought attention to a concerning trend, visiting the neighbourhood and observing the massage establishments in the area.

Over the past few years, more than ten massage establishments have cropped up in this HDB estate, nestled between Jurong East Avenue 1 and Jurong East Street 32. 

CNA said that the Singapore Police Force had been actively carrying out routine enforcement checks in the specified area. 

This zone stretches along Jurong East Avenue 1 and encompasses Blocks 342 to 354. 

Notably, the most recent approval for a licensed massage parlour in this vicinity was granted in November 2022. This means there have been no new massage parlour approvals for a year.

The report from Shin Min Daily News revealed that in every HDB block, there was at least one massage place. 

Women, dressed provocatively with heavy makeup, were often seen waiting by the entrances to attract customers.

CNA also did an inspection and visited Jurong East Avenue 1 on 16 November and 24 November. They found that Blocks 342, 343, 344, 348, 349, 351, 352, and 353 had at least one massage parlour. 

Some of these places also offered traditional Chinese medicine treatments, beauty services, and massages.

In contrast to the Shin Min Daily News report, CNA said that no women standing outside the massage parlours were dressed provocatively or wore heavy makeup. 

There was also no visible solicitation of customers by any of these individuals.

Grace Fu, Member of Parliament for Yuhua SMC and the Minister for Sustainability and the Environment announced that the Housing and Development Board (HDB) has stopped issuing approvals for new massage parlours near certain public housing blocks in Yuhua since December 2022. 

Ms Fu has actively collaborated with both HDB and the police to implement measures aimed at regulating the proliferation of licensed massage parlours in the area.

Residents Speak Up About the Longevity of Massage Parlours

According to CNA, the residents in Yuhua also seemed indifferent regarding the increasing number of massage parlours in the area.

An employee from a nearby bakery informed CNA that most of these massage establishments had been a fixture in the neighbourhood “for quite some time”. 

She also mentioned that she had yet to notice any recent additions. 

A 67-year-old resident, who preferred to be identified as Mr Sim, shared with CNA that he frequents the nearby hawker centre for dinner almost daily.

Surprisingly, he mentioned that he hadn’t encountered any approaches from individuals associated with the massage parlours in the vicinity.

An employee at a furniture store, who chose to remain anonymous, expressed he had no issue with the numerous massage parlours in the vicinity. 

However, he acknowledged that some might have concerns due to the concentration of outlets in a small area. 

He added that if there was an issue, the police should come to the vicinity to investigate any suspicious activities.
