A 46-year-old construction supervisor died after falling nine metres while descending scaffolding at a Jurong Region Line worksite near Block 202 Pandan Gardens on 13 Nov 2025 at around 5.30pm.
Singapore Civil Defence Force officers transported him to Ng Teng Fong General Hospital, where he was pronounced dead.
Employment and Contractor Details
The deceased worker was employed by Leze Construction, a subsidiary of a subcontractor of the main contractor Daewoo-Yongnam Joint Venture.
The Land Transport Authority, which serves as the project developer, issued a stop-work order for the worksite immediately following the incident.
Safety Measures and Response
LTA called for a safety time-out for all at-height work activities across its projects to review compliance with safety procedures.
The authority stated it takes a serious view of all safety incidents and confirmed that established work-at-height safety procedures exist at its worksites.
Investigation and Safety Requirements
LTA is supporting the Ministry of Manpower with investigations into how the incident occurred.
MOM emphasised that workers performing work at height must maintain “100 per cent tie-off” at all times, meaning they must anchor their safety harnesses to independent and secure points continuously.
Construction Sector Safety Record
There were 76 incidents of deaths and major injuries in the construction sector during the first half of 2025, down from 81 during the same period in 2024.
Minister of State for Manpower Dinesh Vasu Dash urged the industry not to become complacent, particularly with major infrastructure projects like the Changi Airport and Marina Bay Sands expansions in the pipeline.
Previous Jurong Region Line Fatality
In January 2024, a 27-year-old Myanmar national died after falling approximately 7.5m over the edge of an uncompleted platform at another Jurong Region Line worksite along Jurong West Street 75, near the future Gek Poh station.
That worker, employed by Jiangxi Construction Development, was erecting a platform when the fatal fall occurred at around 2.30am on 4 Jan 2024.
