When HDB said they’re going to use drones to inspect buildings’ structural integrity, people were concerned about privacy issues.
Because the drone might film footage that residents would never want anyone else to see.
And now, at Punggol, a suspected voyeur might’ve done just that.

Women Discovered Drone Flying Suspiciously Outside HDB flats
On 20 Sep, Facebook user Alex Lee uploaded a video on Facebook, warning Punggol residents about a suspected pervert who went high-tech.
The video was taken at Treelodge, an HDB estate (yeah, now new HDBs have name much like condos) and showed a drone flying suspiciously in the area.
Drone Behaved Suspiciously
The drone had initially loitered outside areas believed to be rooms of the HDB units. A woman could be heard commenting on how the drone might be filming footage of people changing and showering.
Then, the drone flew to the next building on the right, outside the small windows which typically belongs to the toilets of the units.
That was when a woman’s voice was heard saying that it could be a pervert doing this.
Unfortunately, they were not able to see who flew the drone.

“Friends who are staying in Punggol, please take note of this “seems to be pervert”. This is taken at Treelodge (my sis house area). Seems like this is flying to room and toilet area to peep. My wife and sis are in conversation in this video but they are unable to locate the person who is controlling this gadget.”
It’s Illegal To Fly Drones in Punggol
If you’re looking to fly a drone, Punggol would probably be an ideal place. After all, it’s a pretty new area so you’re looking at lots of open spaces with plenty of room to fly.
Except, according to the Civil Aviation Authority of Singapore (CAAS), it’s not permitted to fly a drone in Punggol, unless you have a Class 2 Activity Permit.

Here are the places you cannot fly your drone:
- Drones must be flown outside of restricted, danger, protected and prohibited areas
- They cannot be flown within five kilometres of an aerodrome or airbase (e.g within five kilometres of any military or civilian airport)
- And they cannot be flown more than 200 feet (61 metres) above sea level
- In the event that the operation of a drone (e.g. aerial photo for personal collection) exceeds any of the above conditions, it is necessary to apply for a Class 2 Activity Permit
The entirety of Punggol is classified as an area within 5km of an airport or airbase.
So if you happen to have a drone, make sure you check if you’re able to fly it in the area.
