83Y/O Coffee Shop Cleaner Dies after Driver Strikes Her at Teck Whye Lane

An 83-year-old woman died after a car veered onto the pavement and struck her and another elderly woman near Block 25 Teck Whye Lane on 8 Nov 2025.

Police arrested the 29-year-old driver at the scene and charged him with driving without due care and attention under the influence of intoxicating substances, causing death.

Victims Backed Away Before Car Struck Them

The accident occurred at approximately 2:50pm on Saturday afternoon in the Choa Chu Kang neighbourhood, reported Shin Min Daily News.

Both victims were 83-year-old women who had just finished a meal at a nearby coffee shop. Wang Wenqing, a 40-year-old employee at the coffee shop’s stall, told Shin Min Daily News that the two women were regulars at the establishment.

Wang said the women were about to cross the road but stepped back after seeing a car speeding and swerving towards them. The vehicle then mounted the kerb, struck both women, and crashed into a tree before stopping.

Driver Claimed He “Did Not Hit Anyone”

Wang described rushing to the scene after hearing a loud bang. He found both women on the ground, one had her eyes closed and wasn’t moving, while the other had visible injuries to her hands and feet that appeared fractured.

The driver remained in his car for an extended period and appeared dazed. He kept his foot on the accelerator and repeatedly shouted that he did not hit anyone, despite both victims lying on the pavement in front of his vehicle.

At one point, the driver attempted to restart the car’s engine. Someone in the crowd, which had grown to 40 to 50 people, yelled for the ignition key to be removed.

An eyewitness at the scene had noticed the grey sedan’s erratic driving before the collision and followed the vehicle, according to Shin Min Daily News.

This witness alerted police as soon as he observed the dangerous driving behaviour. He later berated the driver at the scene and told bystanders he had captured footage of the accident on his dashboard camera.

15-Minute Wait for Emergency Services

Bystanders did not dare move the injured women and waited approximately 15 minutes for paramedics to arrive, Wang told reporters.

The Singapore Civil Defence Force said it was alerted at 2:55pm, five minutes after police received the call. SCDF paramedics immediately began cardiopulmonary resuscitation on the unconscious victim and continued CPR while loading her into the ambulance.

One Victim Dies, One Survives

Both women were conveyed to the hospital according to police statements. One woman was conscious during transport, while the other remained unconscious.

The unconscious victim, later identified as Chen Jinbao, died on the way to the hospital despite resuscitation efforts, according to her daughter-in-law Chen. Doctors told the family that Chen Jinbao had suffered serious injuries to the back of her head and had lost significant blood.

The conscious victim survived her injuries.

Deceased Was an Active Community Member

Chen Jinbao had worked as a cleaner at the nearby coffee shop for years and was well-known in the neighbourhood, according to Mothership. Her daughter-in-law described her as an extrovert who spent her time chatting with friends around the area.

“She was healthy and strong. However, we often told her not to spend so much time out and about,” the daughter-in-law told Shin Min Daily News.

“Now that this has happened, we all feel terrible.”

The family expressed hope that the driver would take responsibility and offer an apology if found guilty. They also thanked members of the public who immediately helped the two women after the accident.

E-Vaporisers Seized, Case Referred to HSA

Police found e-vaporisers in the driver’s vehicle during investigations and referred the case to the Health Sciences Authority, according to The Straits Times. E-cigarettes and vaping devices are banned in Singapore.

Under the Road Traffic Act 1961, those convicted of driving without due care and attention under the influence of intoxicating substances causing death face up to 3 years imprisonment and/or a fine of up to $10,000 for first-time offenders.

Police cordoned off a portion of Teck Whye Lane, a two-lane bidirectional road, following the accident. Two police motorcycles, one police car, and a crime scene van were deployed to the location.

Police investigations are ongoing.
