The Elections Department (ELD) has confirmed that its operations for the upcoming 2025 General Election have not been compromised despite a recent ransomware attack on its printing vendor, Toppan Next Tech (TNT).
Cybersecurity Incident at Elections Department Printing Vendor
On 1 April 2025, TNT fell victim to a ransomware attack that affected two of its banking clients – DBS Bank and Bank of China’s Singapore branch. The cyberattack compromised the data of more than 11,000 customers from these two financial institutions.
Upon learning of the data breach, ELD immediately launched an investigation to determine if any of its operations had been affected.

According to a media statement released on 8 April 2025, preliminary investigations do not indicate that any of ELD’s data was compromised.
ELD has taken steps to address potential risks, working with TNT to enhance processes for the upcoming general election. The department also assured the public that as of now, TNT has not yet been given voter data for GE2025.
“ELD will monitor the situation closely and work with TNT to safeguard the integrity of GE-related operations,” an ELD spokesperson said.
Previous Errors and New Measures for Elections Printing
This isn’t the first time TNT has encountered issues while working with ELD.
In August 2023, the printing company was involved in an error during the Presidential Election where test prints of poll cards were mistakenly sent out alongside correct poll cards.
The error affected 4,803 households in Tanjong Pagar GRC, corresponding to 9,822 voters. Of these, 9,354 voters received two poll cards with different serial numbers, while the rest received duplicates with identical information.
ELD contacted the affected voters to inform them of their correct serial numbers.
Following this incident, Minister-in-charge of the Public Service Chan Chun Sing stated that ELD would implement new measures to prevent errors in the printing of poll cards.

The Cyber Security Agency of Singapore is currently assisting TNT with investigations into the ransomware attack, while also advising the company on containment measures.
TNT reported the attack to the Personal Data Protection Commission on the evening of 6 April 2025.
