Freelance Tutor Sexually Abused Teenage Boys He Met Online

On Monday (15 Mar), 43-year-old Chock Choon Seng admitted to four counts of sexually penetrating a minor.

However, Mr Chock is not a first-time offender. Now a freelance tutor, he has been jailed twice before for sexually abusing boys he met online.

Once in 2010 when he was a primary school teacher, and another time in 2014.

Mr Chock has been detained since his arrest back in Aug 2019.

A Primary Six Student

In 2016, Chock started using apps like Grindr and Locanto to meet gay men for sex.

His modus operandi was to use WhatsApp and Instagram for communication. He would then periodically clear these conversations.

One of his victims is a 13-year-old boy he met through Grindr.

They communicated on Instagram and both agreed to perform sexual acts on each other.

Initially, Mr Chock had wanted their meeting to be at his home.

The location was changed later to the staircase landing of a multi-storey car park near the boy’s home.

During the meeting, Mr Chock managed to convince the boy to meet up a second time, this time at the male toilet at Punggol Community Club.

The boy blocked him shortly after because Mr Chock was “annoying him” by asking for his school’s Primary 6 Higher Chinese papers.

The relationship came to light after more than a year when the boy’s mother found the conversation on her son’s phone.

When Mr Chock and the boy started talking, the boy had said that he was a “primary six student”.

Convincing a 15-Year-Old To Experiment

Mr Chock wasn’t meeting one victim alone either.

During the same period, Mr Chock also got in touch with a 15-year-old’s Locanto advertisement.

The 15-year-old was looking for a woman and told Chock he wasn’t interested in meeting since he wasn’t gay.

Mr Chock, however, managed to convince the 15-year-old to meet and experiment, claiming that it was “normal for straight men to perform sexual acts on one another.”

He also offered to pay the 15-year-old to perform the acts.

On 23 Apr 2018, Mr Chock went to the boy’s home where they engaged in sexual activities.

Mr Chock reportedly paid the boy lower than what he promised. The court heard that Mr Chock had not received his salary yet.

A Third Victim

Based on court documents, there is a third victim – a 14-year-old boy.

In Jun 2019, Mr Chock kissed the victim on the cheek and attempted to remove his underwear.

Will Be Sentenced In April

After Mr Chock’s arrest, he was also found to have 52 obscene films on his laptop.

His sentencing will be carried out on 9 Apr 2021.

Besides the four charges of sexually penetrating minors, the judge will also take into account 14 other charges, including possession of obscene films, and the sexual exploitation of a young person.

For sexual penetration of a minor under 14 years old, he can be jailed up to 20 years, and caned or fined.

For sexual penetration of a minor under 16 years old, he can be jailed up to ten years and/or fined.

An assessment to judge Mr Chock’s suitability for preventive detention or corrective training has been called for.

For corrective training, a person cannot be released early for factors like good behaviour.

On the other hand, preventive detention is given when it is believed that the repeat offender has to be locked away for the good of society.
