17-Year-Old Girl on Home Detention Arrested in Yishun Following Prison Van Collision

A 17-year-old girl on home detention was arrested near Yishun Street 22 after crashing into a Singapore Prison Service (SPS) vehicle on 31 Jul.

The teen had breached her community-based programme conditions by breaking curfew and failing to return to her residence.

Teen Breaks Home Detention Curfew After Drug Rehabilitation Programme

The girl was admitted to the Drug Rehabilitation Centre on 16 Oct 2024 for consuming drugs. She completed her rehabilitation programme and was placed on home detention on 6 Jun as part of her community-based programme (CBP).

Her CBP conditions required electronic tagging, observing curfew hours, maintaining gainful employment or studies, and regular reporting to SPS for urine testing and counselling. On 17 Jul, she broke her curfew and did not return to her residence.

The teen also failed to report to SPS when recalled to assist investigations related to breaching her CBP conditions. This led to the cancellation of her CBP order.

Collision With Prison Van Leads to Arrests Near Yishun Carpark

Acting on information received, SPS officers spotted the teen and a 22-year-old man in a yellow car exiting a carpark at Yishun Street 22 on 31 Jul at around 9:30pm. While leaving the carpark, the man driving the vehicle crashed into a prison van carrying SPS officers.

The teen was arrested at approximately 9:40pm near Blocks 269A and 269B Yishun Street 22 for failing to report to SPS for investigation after being recalled for breaching her CBP conditions. The Singapore Police Force was called for assistance.

Police also arrested the 22-year-old male driver for rash conduct with his vehicle and endangering human life, driving without a licence, and other offences. No injuries occurred during the incident.

Witness Describes Scene of Collision and Arrest

Jeffrey Kuan, a 28-year-old resident, captured a video and pictures of the collision between the yellow car and grey unmarked van near the multistorey carpark. He heard a loud bang from his window at about 9:30pm on 31 Jul.

Looking out, Kuan saw plainclothes officers dragging a woman in handcuffs to a grey van as she resisted. Several police cars arrived at the scene shortly after, with officers conducting checks.

Another resident told 8world News that he witnessed the arrest and heard a bang when the yellow car collided with the grey van. The witness reported seeing plainclothes officers and multiple police vehicles at the scene.

Community-based programmes like home detention are typically implemented at the tail-end of incarceration to help inmates reintegrate into society. SPS stated it takes strict action against those who breach CBP conditions, including revoking their CBP orders.
