HDB to Launch 3,000 Balance Flats and 5,400 BTO Units across Seven Locations in July

The Housing and Development Board (HDB) will put up approximately 3,000 balance flats for sale in July 2025, marking the second Sale of Balance Flats (SBF) exercise this year, Minister for National Development Desmond Lee announced in a Facebook post on 1 Apr 2025.

HDB to Launch BTO Flats Alongside the Second Round of SBF Exercise

This second round follows February’s launch of 5,590 SBF units, which attracted over 22,000 applicants. The combined supply for balance flats in 2025 will reach about 8,500 units, the largest since 2017.

Along with the balance flats, HDB will also launch about 5,400 Build-To-Order (BTO) flats across seven locations: Bukit Merah, Bukit Panjang, Clementi, Sembawang, Tampines, Toa Payoh and Woodlands.

Government Measures to Boost Housing Supply and Stabilize Property Prices

Mr Lee noted that authorities are seeing early signs of moderation in price growth across both public and private housing markets.

HDB resale flat prices rose 1.5 per cent in the first quarter of 2025, down from 2.6 per cent in the last quarter of 2024.

The government plans to launch more than 50,000 BTO flats between 2025 and 2027, with about 12,000 of these having waiting times of less than three years.

In 2025 alone, HDB will roll out approximately 19,600 flats.

Supply tightness in the HDB resale market has been attributed to fewer flats reaching their minimum occupation period (MOP), partly due to construction delays caused by the COVID-19 pandemic. However, this situation is expected to improve soon.

About 8,000 flats will reach their MOP in 2025, increasing to 13,500 in 2026, and further rising to 19,500 in 2028, which means more resale flats will enter the market and ease the current supply shortage.

Several new housing measures announced earlier will take effect from the July BTO launch:

  • The quota for second-time homebuyers will increase by 5 percentage points
  • The Deferred Income Assessment will expand to cover young couples where only one person is a full-time student or national serviceman
  • The Family Care Scheme (Proximity) will be introduced to encourage parents and their children to live with or near each other
  • The Fresh Start Housing Scheme will be optimized with an increased Fresh Start Housing Grant to help families currently renting HDB flats achieve home ownership

For private housing, the government is boosting supply through the Government Land Sales (GLS) programme.

In the first half of 2025, about 8,500 private housing units will be supplied, with 5,000 released through the Confirmed List—nearly 60 per cent higher than the annual average between 2021 and 2023.

The government will also launch a total of 2,000 Executive Condominium (EC) units in 2025—1,000 in each half of the year—the highest level in recent years and almost double the average annual supply from 2021 to 2023.

“We will keep up a strong housing supply to meet homebuyers’ needs and further stabilize the property market,” said Mr Lee.
