Singapore is known today for its strict building regulations and strong emphasis on structural safety. Most people enter homes, offices, hotels and shopping malls without worrying that the building could suddenly collapse.
However, many of these safeguards were strengthened only after one of the worst disasters in Singapore’s history.
On 15 March 1986, the six-storey Lian Yak Building at the junction of Serangoon Road and Owen Road collapsed in less than a minute. The building housed Hotel New World, a bank and a nightclub, and its destruction killed 33 people.
The tragedy was especially shocking because it was not caused by an earthquake, explosion or terrorist attack. Investigators later found that the building had suffered from major structural design and construction failures dating back to when it was built.
In the years that followed, the disaster led to major changes in building regulations, independent structural checks, periodic inspections and emergency rescue operations.
Here is how the Hotel New World collapse happened, what caused it and how it changed building safety in Singapore.

How the Hotel New World Collapse Changed Building Safety in Singapore
On the morning of 15 March 1986, Little India was bustling as usual.
At the junction of Serangoon Road and Owen Road stood a six-storey building. Customers were queuing at a bank on the ground floor, while hotel guests were checking out from the rooms above.
At 11:25am, the entire building suddenly collapsed.
The building was officially known as the Lian Yak Building and was completed in 1971.
It had six storeys and a basement car park.
By 1986, it housed three principal tenants. Hotel New World, which had 67 rooms, occupied the upper floors. A branch of the Industrial and Commercial Bank operated on the ground floor, while a nightclub was also located within the building.
As the hotel was its most prominent occupant, the disaster became widely known as the Hotel New World collapse.
When the building came down on that Saturday morning, around 50 people were trapped beneath the rubble. They included hotel staff and guests, bank employees and customers, as well as people who had been passing through the area.
The bank was relatively busy because it was open on Saturday morning.
The Rescue Operation
The first two Singapore Fire Service engines reportedly arrived about eight minutes after the collapse, followed by the police.
Within half an hour, Civil Defence personnel and volunteers, together with medical teams from the Singapore Armed Forces, had reached the site.
Then-First Deputy Prime Minister Goh Chok Tong and Home Affairs Minister S. Jayakumar also visited the scene that afternoon to assess the situation.
However, Singapore had never experienced a building collapse of such a scale. Many of the personnel responding to the disaster had not been trained or equipped to conduct complex rescue operations beneath unstable concrete rubble.
The authorities therefore sought help from foreign tunnelling experts who happened to be working in Singapore on the construction of the Mass Rapid Transit system.
Specialists from countries including Britain, Ireland and Japan assisted local rescuers in tunnelling through concrete and steel to reach those trapped beneath the debris.
The rescue operation lasted four days.
By the end of it, 17 survivors had been pulled from the rubble alive. The bodies of 33 victims were also recovered.
So, why had the building collapse?
Warning Signs Before the Collapse
The building had reportedly displayed signs of structural trouble before it collapsed.
Witnesses later described cracks appearing in parts of the building as early as the 1970s.
On the day before the collapse, a large crack reportedly appeared in a column inside the nightclub. A mirror attached to another column was also said to have cracked without being struck.
The affected columns were subsequently supported using timber props.
However, these temporary measures were not enough to prevent the building from collapsing the following morning.
After the disaster, President Wee Kim Wee appointed a Commission of Inquiry to investigate its cause.
The commission’s report was released in February 1987.
What Caused the Hotel New World Collapse?
The inquiry concluded that the disaster resulted primarily from serious errors in the building’s structural design, together with poor construction practices.
The building’s actual construction had also deviated from its architectural and structural plans, making an already flawed design even more dangerous.
One of the most serious errors involved the calculation of the loads that the structure had to support.
Engineers generally consider two broad categories of load when designing a building.
The first is the live load, which includes the weight of people, furniture, equipment and other movable items inside the building.
The second is the dead load, which refers to the weight of the building itself, including its concrete floors, walls, columns and other permanent structural components.
The calculations for the Lian Yak Building had reportedly taken the live load into account but failed to properly account for the building’s own dead load.
As a result, the structure was not designed with sufficient strength to safely support its own weight.
Additional Weight Placed on the Building
Further weight was added to the building over the years.
According to the inquiry report, this included a water tank installed on the roof that weighed approximately 21.8 tonnes.
Other additions and alterations also increased the pressure placed on the structure.
For around 15 years, the building’s columns were subjected to loads they had not been properly designed to withstand. Cracks gradually developed as the structural components became increasingly overstressed.
On 15 March 1986, one of the columns eventually failed.
That failure caused the loads it had been carrying to be transferred to other already weakened columns. They then failed in quick succession, resulting in the entire building collapsing within seconds.
Changes to Singapore’s Building Regulations
The Commission of Inquiry recommended measures such as more unannounced inspections at construction sites and legal requirements for building owners to conduct regular maintenance and structural checks.
The Government subsequently introduced wider reforms.
The Building Control Act was overhauled in 1989, and the Accredited Checker system was introduced.
Under this system, significant structural designs must be independently reviewed by a qualified senior engineer who was not involved in preparing the original design.
This provides a legally required second level of scrutiny. It reduces the risk of a serious design error passing through the approval process without being detected.
Mandatory Structural Inspections
Existing buildings are also subject to periodic structural inspections administered by the Building and Construction Authority.
In general, non-residential buildings must undergo inspections every five years, while residential buildings are inspected every 10 years after they reach the relevant age.
During such inspections, professional engineers examine the condition of the building and look for warning signs such as serious cracking, corrosion, deformation or deterioration of structural components.
Residents and office occupants may occasionally encounter engineers entering units or common areas to carry out these checks.
While the process can be inconvenient, it is intended to identify structural problems before they become dangerous.
How the Disaster Changed Emergency Rescue
The rescue operation also revealed gaps in Singapore’s ability to respond to major structural collapses.
In 1986, firefighting, civil defence and rescue responsibilities were divided across different organisations. Responders also lacked some of the specialised equipment and training required for urban search-and-rescue operations.
On 15 April 1989, the Singapore Fire Service was integrated with the Singapore Civil Defence Force.
This created a unified organisation responsible for firefighting, rescue and emergency response.
SCDF subsequently developed specialised capabilities for dealing with collapsed buildings, hazardous materials, major accidents and other complex emergencies.
Therefore, if you think about it, the safety measures Singaporeans often take for granted today were shaped, in part, by the lessons learned from the Hotel New World collapse.
