The person who coined the phrase “rules are meant to be broken” must have never lived through a pandemic.
COVID-19 restrictions, as frustrating as they can be, are necessary to curb the spread of the virus, especially with new variants popping into existence every now and then.
So, when the authorities restrict social gatherings and the number of house visitors, it’s because larger group size limits could accelerate the virus’ spread and potentially lead to COVID-19 clusters.
But, just as is the case with face masks, there will always be people out there who are indifferent to these rules.
And once they’re caught, they’ll have to offer up their wrists for a forceful slap.
Hougang HDB Flat Held 20-People Birthday Party
You’ll recall that in August last year, Singapore was in its second phase of an initial reopening plan after the circuit breaker.
Among other restrictions, households were allowed to receive only up to five visitors at a time.
At the time, Ngo Thi Ai and Ta Xuan Anh, two friends, decided to host a birthday party for Ta at Ai’s three-room flat located along Hougang Avenue 3 on 19 Aug.
This would have been perfectly legal.
Naturally, they also decided to invite some friends over for the party.
This too, would have been perfectly legal, if they invited just three more friends.
Instead, 19 people ended up coming to Ai’s flat that day for the party. It turns out that some of the guests had their own friends over.
Ai even allegedly planned for and prepared food for the invited guests.
They all arrived between 7pm and 10pm that day, and were served food and drinks. Around 10:30pm, a member of the public called the police and reported a large gathering at Ai’s place.
Officers soon came down and instructed the guests to leave the flat after taking down their particulars. All were aware of the COVID-19 rules at the time.
16 Offenders Fined
For their offences, 16 of those involved were fined yesterday (22 Dec).
Those who were fined $3,000 included:
- Mai Thi Kim My, 33, a nail manicurist
- Bui Thi Hong Mai, 41, self-employed
- Ngo Thi Kim Thuy, 37, a hawker
- Rodney Chee Kuan Heng, 49, a security supervisor and Ngo Thi Kim Thuy’s husband
- Nguyen Thi Xuan, 37, a sales promoter
- Tran Kim Ngan, 27, unemployed
- Chhit Thida, 32, a freelance nail designer
- Huynh Thi Thu Hien, 38, unemployed
- Nguyen Thi Thanh, 39, unemployed
- Lam Thi Lau, 39, a beautician
- Cao Ngoc Tuyet, 32, unemployed
- Ho Thi Cam Hong, 41, unemployed
- Dang Thi Thuy Phuong, 34, a skincare assistant
The remaining three were fined S$4,000 as they had either organised or invited several people to the party. They are:
- Tran Thi Phuong Dao, 40, unemployed
- Ta Xuan Anh, 48, a coffee-shop attendant
- Vo Thi Minh Tam, 41, a beautician
According to the rules, the offenders could have faced a $10,000 fine and even six months in jail.
