What would you do if a doctor without a valid work pass wanted to work in your clinic?
Most of us would go hell nah and politely ask the doctor to get the heck out, right?
Well, the operative word here is “most”.

Yes, believe it or not, a few clinics here allowed a doctor to work in their premises for more than 8 years.
And by a few clinics, I mean 12.
Foreign Doctor Worked Illegally For Over 8 Years in S’pore; 12 Clinics Charged
Patients of Dr Queck Kian Kheng, a foreign doctor who has worked at several clinics in Singapore over the years, will be dismayed to learn that he’s been working illegally since late 2011.
It turns out that between December 2011 and May 2019, Dr Queck had no valid work pass, but was allowed to work at 12 clinics.
The clinics, which are located in Jurong West, Hougang, Clementi, Sengkang, Woodlands, Punggol, Bedok and Redhill, are:
- Pacific Family Clinic
- My Family Clinic (TH)
- My Family Clinic (RV)
- My Family Clinic (Hougang Central)
- Prohealth Medical Group @ LRT Fernvale
- Silver Cross Healthcare
- Ihealth
- Healthway Medical Group
- Health 2.0
- CMI Lifemed
- CMI Health Service
- Avermed
It’s unclear how the alleged offences were uncovered, but now the clinics have to answer for their misdeeds.
All 12 clinics were charged yesterday (28 July) in court for abetting Dr Queck to work without a valid work pass on hundreds of occasions.
Each clinic was slapped with between two and eight charges each under the Employment of Foreign Manpower Act for their offences.

Doctor Has His Own Clinic
The doctor in question – Queck Kian Kheng – apparently has his own clinic, called KK Queck Neurology Centre, according to Mount Alvernia’s website.
His LinkedIn page states that he has worked as a Consultant Neurologist at several hospitals in the past, including Sengkang General Hospital and Singapore General Hospital.
Dr Queck’s profile on Smarterhealth.sg also shows that he attained his educational qualifications from the University of Malaya, Malaysia and the Royal College of Physicians in the UK.
He then graduated from SingHealth’s residency programme in 2016.
Offenders Could Be Jailed for a Year
According to the Ministry of Manpower’s website, any company that employs a foreign employee without a valid work pass could be fined between S$5,000 and S$30,000, imprisoned for up to one year, or both.

Repeat offenders face a mandatory jail sentence and a fine between S$10,000 and S$30,000.
It’s unclear what repercussions Dr Queck will face if any.
