56YO Man Jailed & Fined for Repeatedly Exposing & Stroking His Genitals in Front of His Female Tenant

It’s always a challenge to find a good place to live in, especially when you urgently need a roof over your head.

There are just too many considerations: the location, distance from your workplace, how much rent is, if there are too many cockroaches… the list could go on forever.

And perhaps one of the most important things you must look out for—especially if you’re a female—is whether there will be other tenants with hidden bad intentions living with you.

Sadly, you never know if you’ll end up running into such creeps, just like this man.

Landlord Jailed for Insulting A Woman’s Modesty

56-year-old Chan Eng Hui was found guilty for four counts of insulting a woman’s modesty and two other counts of using criminal force on his female tenant on 15 June.

Chan now faces 11 weeks in jail and a fine of S$2,000, which he will replace with two more weeks of jail as he claimed to be unable to pay it off.

District Judge Lau Qiuyu convicted Chan after rejecting the multiple claims Chan made to defend his intentions that frankly only sounded more ridiculous as the story went on.

The female tenant had lived with him and his wife in their Clementi flat, where Chan had repeatedly exposed and stroked his genitals in full view of her back in 2018.

She slept in a room with Chan’s wife, while he slept outside in a makeshift room near the main door, cordoned off by a curtain.

Constantly Appeared Naked in Front Of Her

According to the victim, it all began in May 2018 when Chan held her hand all of a sudden and asked her to eat, which she said no to and that she did not consent to such a thing.

Later in the month, she was walking past the sofa in the living room when he forcefully grabbed her hand, saying that he needed to speak to her.

She had pushed his hand away and warned him against touching her unnecessarily.

Unfortunately, Chan didn’t get the hint and began exposing himself in the next few months.

On one occasion between June and July 2018, the victim testified that she walked out of the kitchen only to see Chan standing completely naked in the toilet, stroking himself.

She asked him what he was doing when they made eye contact.

At the time, Chan’s wife was sleeping in the room and no one else was around.

The ordeal continued less than a week from this incident, when he appeared naked behind her as stealthily as a ghost.

The victim had been washing something in the kitchen when she turned around to see him butt naked.

Although she reprimanded him, Chan simply smiled and told her he was about to take a shower.

What a weirdo, right?

She decided to report the matter on 23 December to the police following two other incidents of exposure between August to October 2018 after consulting her friends.

It took her that long to report it only because she was afraid that her work permit may get affected.

In a voice recording of a conversation she had with Chan where she asked him why he had appeared naked behind her, Chan said that even after so long, the victim didn’t accept him.

“When you don’t give the fish to the cat, what do you think it will feel? I am a man, you think I am made of wood, is it?”

Well, maybe he would really be better as a harmless piece of wood, then.

The victim also held that she never agreed to be in a romantic relationship with him, and Chan apologised for not being able to control himself.

Chan’s Inconsistent Statements 

On the other hand, Chan’s attempts to deflect blame off himself in court were unsuccessful, needless to say.

Chan claimed that he had exposed himself to the victim unintentionally, saying that the toilet door accidentally blew open because of the wind on one occasion.

Yep, he thought it would work if he simply blamed the wind.

The judge caught wind (ha!) that Chan was lying and quickly shut it down, saying that it was likely to have been a “mere afterthought” as he could not give a sufficient explanation for it.

Chan attributed another incident to the fault of some washing powder on the floor which had caused him to slip after a shower.

He said that his towel ended up getting caught on something leading him to get hit, so he stroked himself in an attempt to relieve the pain.

Yet, the victim did not hear about this during the trial and he also did not tell it to the police in his statements.

Contradictory statements were also given when Chan claimed that he gave heavily discounted rental rates to the victim in exchange for sexual acts with her.

However, he added that he did not even want these acts as she was “revolting”. Oookay. 

Deputy Public Prosecutor Krystle Chiang also brought up the fact that Chan had previously been fined in 2009 and 2010 for committing obscene acts in public.

Insulting a woman’s modesty can convict someone for up to a year in jail or fined, or both.

As for using criminal force, it carries a jail term of up to three months, a fine of up to S$1,500, or both.
