A 67-year-old man has been fined S$5,000 after twice leaving a mixture of urine and faeces outside his neighbour’s flat in Bukit Batok.
Martin Chua Kim Soon, a Singaporean who was working as a Tada private-hire driver at the time, pleaded guilty to two counts of insulting behaviour under the Protection from Harassment Act.
The State Courts imposed the fine on Tuesday, 22 September 2026. Chua paid it in full.
He Suspected His Neighbour Had Punctured His Tyres
The victim was a 73-year-old lorry driver who lived in a block opposite Chua’s home in Bukit Batok Central.
According to the facts presented in court, Chua suspected that the older man had punctured the tyres of his vehicle.
There was no finding reported by the court that the neighbour had actually done so.
At about 2am on 28 April, Chua went to the victim’s flat and left a mixture of urine and faeces outside the home.
The victim was alarmed after discovering the substance and called the police.
Just under a week later, Chua returned.
At about 3.15am on 4 May, he went to the same flat and repeated the act.
The victim again called 999 after discovering the foul-smelling substance outside his home.
Chua was arrested later that day.
Chua Had No Previous Convictions
The court heard that Chua had no previous convictions.
He did not make any oral submissions in mitigation before being sentenced.
Under the Protection from Harassment Act, intentionally using insulting behaviour to cause another person harassment, alarm, distress or humiliation can be punished with a fine of up to S$5,000, up to six months’ jail, or both.
Chua received the maximum fine of S$5,000 for the two charges and paid it in full.
