Man Fined for Abandoning Severely Malnourished Dog in a Cage at his Previous Workplace
Chan Kean Yap, a Singapore permanent resident from Malaysia, had adopted a male English bulldog back in 2017.
He kept the dog at the farm he previously worked at, Dreamfish Incorporated Singapore, formerly located along Neo Tiew Crescent in Kranji.
However, he has stopped working at the farm in May 2019 after the lease expired and left…
…behind his dog which was locked up in a room on the farm.
Just One Step Away From Death
The dog was only discovered in July 2019 after an NParks employee heard his whining while conducting an inspection of the farm.
The floor was covered with dog faeces and urine and the dog was in bad shape.
No discernible body fat could be seen on the dog’s body and it has lost most of its muscles.
The employee informed Chan before reporting the matter to the animal welfare section of NParks’ Animal and Veterinary Service (AVS).
Chan later surrendered the dog to NParks and a veterinarian said the dog was almost at death’s door.
Thankfully, it has since recovered and was rehomed.
Banned From Owning Animals For A Year & Fined
Prosecutors said that a “steep penalty” is needed to send a “clear message”.
Chan had pleaded for leniency during mitigation.
He said that after leaving the farm, he hasn’t been able to find a stable job and has for young kids to raise.
The Covid-19 pandemic has also affected his wife’s job.
“It’s quite hard for me. Sorry for my wrongdoings.”
Chan was fined $4,000 for failing to take reasonable steps to ensure his pet was given adequate and suitable food and water.
He was also banned from owning any animals for a year.
