Man Sentenced to 8.5 Years Jail and Caning After Slashing Elderly Woman During Bridge Robbery

A 26-year-old man who robbed a woman on an overhead bridge and injured her with a razor blade has been sentenced to eight years and six months in jail, 12 strokes of the cane, and a fine of $1,000.

Shamsher Singh pleaded guilty to three out of four charges, including attempted robbery, voluntarily causing harm to others and theft.

The judge considered the remaining charge when delivering the sentence at the State Courts on 4 Mar 2025.

Here’s what happened.

Details of the Attack

When the crime occurred, Singh was still a student who couldn’t work due to his student pass restrictions and he was homeless.

His victim was a 64-year-old supermarket employee.

On 10 Nov 2022, the victim was heading home after work.

She took an elevator to an overhead bridge at Mountbatten Road because her legs were weak.

Singh spotted her entering the elevator and took out a razor, hiding the blade between the fingers of his right hand.

When the woman reached the middle of the bridge, Singh, wearing a hoodie, climbed up the stairs onto the bridge, grabbed her from behind, and covered her mouth with his left hand.

As the victim struggled to break free, Singh cut her neck with the razor.

The victim turned to face Singh, who repeatedly shouted “Money, money!” in English.

Before she could take out any cash, Singh had already slashed her arms multiple times with the razor.

As the victim continued to resist, she pulled down Singh’s hood. He quickly pulled it back up to hide his face.

During the struggle, the victim shouted “robbery” to draw attention. When Singh tried to cover her mouth, she bit him.

Agitated, Singh bit the victim on the wrist, dropped the razor, and fled through Mountbatten Plaza toward Mountbatten MRT station.

The victim called the police, and officers found her bleeding heavily from her hand. She was immediately taken to Tan Tock Seng Hospital.

Singh was arrested around 2:20 AM the next day at East Coast Park.

The victim received 30 days of hospitalization leave and could only perform light duties for another 33 days after the incident.

False Claims 

When the case went to trial on 10 Sep 2024, Singh denied the attempted robbery.

He claimed he was heading to the MRT station when he accidentally bumped into the victim’s hand and immediately apologized.

He alleged that she hurled racial slurs at him and pulled his nose, causing severe pain.

Singh claimed he only took out the razor to scare her off after she kept attacking him, and that he slashed her arm in self-defense to escape.

However, CCTV footage from the bridge elevator showed they never met face-to-face, and his statements were inconsistent with the evidence.

The prosecution stated that Singh shamelessly fabricated an absurd story to escape punishment, painting the frail elderly victim as the aggressor.

Additional Charges

In a separate incident in September 2022, Singh assaulted two people during an argument at Buffalo Road in Little India, repeatedly hitting them with a dustpan.

One victim, a 17-year-old youth, suffered a fractured left wrist, bruises, and swelling on his left chest. Singh struck with such force that the dustpan’s handle broke.

Less than a month after the assault, Singh stole his female roommate’s smartwatch from under her pillow and used a photo of himself wearing it as his social media profile picture.

When confronted, he admitted taking it and promised to return it on 19 Oct, but never did and refused to compensate her, leading her to file a police report.

Singh’s lawyer appealed for leniency, saying he was young and ignorant at 24 when the incidents occurred, but now acknowledged his mistakes and apologized to the victims and their families.

The judge found that Singh showed no remorse as he refused to plead guilty after the incident and lied about his medical condition.

Additionally, since Singh had targeted vulnerable groups with premeditation, a heavier sentence was necessary.
