Intellectually Disabled Man Jailed for Violent Rampage on Bus Following Minor Meeting Plan Change

Have you ever experienced last-minute changes to meet-up plans with friends?

It can be quite annoying sometimes, right?

However, I am pretty sure such last-minute changes will not piss us off so much that we would want to crash a bus into a tree or worse still, punch our mothers.

Cheng Yuan Kang, on the other hand, is an exception.

This young man, angry after learning his female friend wanted to change their meeting location, punched a bus driver and attempted to steer the bus into a tree.

He also physically attacked his mother who was accompanying him. For these offences, he has been sentenced to 14 weeks and 10 days in prison.

Violent Incident on Bus 969

Cheng Yuan Kang, 24, faced five charges at the State Courts on Wednesday, 26 Feb 2025, including criminal intimidation and reckless endangerment.

He admitted to three charges, with the remaining counts taken into consideration during sentencing.

The victim was a 50-year-old bus driver who was driving bus number 969 at the time of the incident. The witness was the defendant’s mother.

Court documents showed that on 6 Jan 2025, the defendant and his mother boarded bus 969 to visit a car exhibition in Tampines.

During the journey, the defendant’s female friend “Kathy” called his mother to say she would not meet the defendant at the exhibition entrance as planned, but at the booth instead.

Upon hearing this, the defendant became enraged.

At about 9:15 AM, as the bus travelled on Seletar Expressway approaching the bus stop near Punggol Road, the defendant suddenly walked to the front of the bus and punched the driver in the face three times.

Dangerous Actions Endangered Passengers

The defendant tried to escape and demanded the driver let him off the bus. The driver explained he couldn’t stop on the expressway but said he could stop at the next bus stop.

At this point, the defendant grabbed the steering wheel with both hands and attempted to change the bus’s direction, putting all passengers and other road users in danger.

The defendant then tried to crash the bus into a tree. The driver managed to push him away with one hand, causing the bus to sway, but thankfully prevented the defendant from turning the steering wheel.

The defendant then walked to the back of the bus, took out the emergency hammer, and smashed a window until it broke. He also warned several passengers not to call the police.

Still unsatisfied, the defendant approached his mother and physically assaulted her with punches and kicks.

He then returned to the front of the bus and shouted at the driver, “Let me alight, or I will kill you”.

After stopping at the next bus stop, the driver reported the incident to the operations department. The defendant alighted with all other passengers.

Later, the driver sought treatment at Sengkang General Hospital’s emergency department, where he was diagnosed with a contusion on his left temporal area as a result of the assault.

The Jail Sentence 

When passing the sentence, the judge noted that the defendant has an intellectual disability which makes it difficult for him to control his emotions and impulsive reactions.

However, doctors determined that he was aware of his actions and could control himself.

Since the defendant’s condition was not directly linked to his crimes, the judge felt the sentence should focus on deterrence to protect public safety, resulting in the 14-week and 10-day prison term.

Previous Record of Harassment 

Previously, the defendant had a record of harassing a female sales representative at a car exhibition.

In April 2023, he obtained contact information from a female sales representative at a car exhibition and began following her social media accounts.

Six months later, when he encountered her again at another exhibition, he requested a photo together but was rejected.

He subsequently sent threatening emails about shooting her, then angrily sent threatening messages to the exhibition’s social media account, claiming he would harm people with a kitchen knife.
