The National Parks Board (NParks) has begun investigating a case of suspected cruelty towards a stray cat in Punggol, following another feline death in Yishun last week.
NParks confirmed on 13 May 2025 that it was alerted to an injured cat found in a carpark near Block 326B Sumang Walk in Punggol and is looking into the matter.
Animal welfare group Luni Singapore described it as “one of the most brutal cases” they have encountered.

The victim, a male tabby cat named Shere Khan, also known as “Papa Cat,” was found severely injured near Block 326B Sumang Walk, likely on 11 or 12 May.
Despite receiving immediate veterinary care, Shere Khan did not survive his injuries.
Severe Injuries Point to Deliberate Cat Abuse in Punggol
The veterinary report revealed disturbing injuries: both eye globes protruding significantly from their sockets with blood clotting and conjunctival swelling.
Shere Khan also suffered from swelling and lacerations of the tongue, superficial bruising on the right side of the face, and a small lesion on top of the head.
All four paws showed frayed nails, and the cat was hypothermic and dehydrated upon arrival at the clinic.
“The nature of his injuries points strongly to deliberate abuse, potentially involving strangulation or blunt force trauma,” Luni Singapore stated in their Facebook post.
Emergency medical costs amounted to about $260, which Luni Singapore covered with support from community donations.
Luni Singapore has appealed for witnesses, dashcam footage, or CCTV recordings from the area during the relevant time frame.

Second Cat Killing Follows Yishun Case Amid Rising Animal Abuse Statistics
This case comes just days after another horrific cat death was reported in Yishun on 9 May 2025.
The Yishun cat was found disemboweled and with its eyes gouged out, and died from the injuries sustained.
Home Affairs and Law Minister K Shanmugam, who is also an MP for Nee Soon GRC where the Yishun incident occurred, responded on Facebook: “What kind of person will do this? This is not who we are as a people.”

The Cat Welfare Society (CWS) also appealed for information about the Punggol case.
The organization was alerted about the Sumang Walk suspected cat abuse after compiling findings on the Yishun cat abuse for the Animal & Veterinary Service (AVS).
CWS Community Engagement Managers, who went door-to-door in Yishun, will now do the same in Sumang Walk. They have asked the town council about putting up posters at lift landings.
According to statistics from the Society for the Prevention of Cruelty to Animals, 220 out of 453 reported animal abuse cases in 2024 involved cats – making them the most frequently abused animal species in Singapore.
