On 16 March 2024, at about 4:15 pm, an accident involving two personal mobility aids (PMA) users and a car occurred at the junction of Bukit Panjang Ring Road and Segar Road. This resulted in a 68-year-old woman being taken unconscious to the hospital.
Here’s what happened.
68-Year-Old PMA User Hospitalized Following Bukit Panjang Crash; Driver Detained
A 68-year-old woman who was involved in the accident with the car in Bukit Panjang on 16 March was taken to Tan Tock Seng Hospital unconscious.
The 32-year-old male driver of the car was arrested for careless driving causing grievous hurt.
The Singapore Civil Defence Force (SCDF) and police were alerted to the accident occurring at the junction of Bukit Panjang Ring Road and Segar Road at approximately 4:15 pm.
Shin Min Daily News reported that another person, a 74-year-old man, was sent to the hospital while conscious.
SG Road Vigilante – SGRV, a Facebook Page, posted photos of the accident scene. The images show a black multi-purpose vehicle in the middle lane alongside a crushed PMA.
According to the Facebook Page, the car is a private-hire car.
Four paramedics and two officers are seen attending to someone on the ground. Safety cones and two police cars are also present at the scene.
Shin Min Daily News reported a resident heard a loud noise at the time of the incident. When they looked out their window, they saw a woman lying in front of the car. Bloodstains were still visible on the ground when Shin Min visited the scene the following morning.
The two PMA users are reportedly husband and wife, and ride around the neighborhood regularly. Police are currently investigating the accident.
New Rules for PMA to be Implemented Soon
Lest you’re not aware, PMAs are personal mobility aids that resemble e-scooters, but they have a speed limit and should technically only be used by people who have difficulty walking.
Due to widespread misuse by individuals who do not have any difficulty walking, new rules regarding the use of PMAs have been accepted by the Ministry of Transport, and they will be implemented next year, after the “necessary legislative amendments” are made.
This includes, but is not limited to, reducing its speed limit from 10 km/h to 6 km/h, and most importantly, introducing a new requirement that only people certified with relevant medical needs or walking difficulties can use PMAs.
