A 50-year-old Singapore Civil Defence Force (SCDF) warrant officer was sentenced to one year in jail on 24 Mar 2025 after pleading guilty to consuming methamphetamine.
Rahul Tay Abdullah, also known as Jeremy Tay Chen Wee, tested positive for the controlled substance during a routine urine test at the Civil Defence Academy in Jalan Bahar.
SCDF Officer Caught During Routine Drug Test
The incident took place on 7 Aug 2024 at about 8:30am when Tay was subjected to a routine urine test while at work. His dipstick test came back positive for a controlled drug.

Following the positive result, Tay was taken by his supervisor to the Central Narcotics Bureau office at the Jurong Police Divisional Headquarters for further investigation.
At the bureau, he provided two bottles of urine samples which were submitted to the Health Sciences Authority for analysis. Both samples were later confirmed to contain traces of methamphetamine.
Tay was arrested on 2 Sep 2024 and officially charged in court on 13 Jan 2025.
Disciplinary Actions and Career Impact
At the time of his offence, Tay was working in a non-front-line vocation at the Civil Defence Academy. According to the Prime Minister’s Office’s website, he was a medical certification team tester with the SCDF who had received a Long Service Medal in 2022.
The SCDF has taken firm action in response to the incident. Tay was interdicted from duty on 21 Jan 2025.
A SCDF spokesperson told the media that Tay will face public service disciplinary action, which could include dismissal from service.
“SCDF takes a serious view on this matter. We expect all our officers to uphold exemplary standards of professionalism, conduct and discipline at all times,” the spokesperson added.
During the sentencing, District Judge Ng Cheng Thiam noted that the law prescribed a mandatory minimum of a year’s jail for Tay’s offence. The judge also commented on Tay’s career achievement with the SCDF.

“It’s not easy to reach that level of rank. I hope that after you are released from prison (you can) be a better man, understand?” the judge asked, to which Tay replied “Yes, Your Honour”.
Tay, who appeared in court without legal representation, said he had no mitigation when asked by the judge.
For consuming a specified drug, an offender can be jailed for up to 10 years and fined up to $20,000.
