Singapore PR Jailed 18 Weeks for Secretly Filming Female Tenant in HDB Flat Bathroom

A 42-year-old Malaysian man has been sentenced to 18 weeks in jail after he secretly filmed his female tenant in the shared bathroom of their Housing Development Board (HDB) flat in Singapore, reported Shin Min Daily News.

Hidden Camera Exposed By Loose Power Bank

Jason Zhang, a Singapore permanent resident, pleaded guilty to one charge on 2 April 2025, with two other charges taken into consideration during sentencing.

These included voyeurism, obstruction of justice, and breaching the Films Act of 1981.

Zhang and his wife had rented an HDB flat and sublet rooms to four tenants – two men and two women.

On 20 October 2023, Zhang ordered a mini camera and memory card, which he began using to secretly record one specific female tenant the following month.

He would place the camera in the shared bathroom between 6pm and 7pm, coinciding with when his targeted female tenant returned from work.

To hide the device, Zhang either stuck it under a shelf using Blu Tack or concealed it in a transparent plastic container on the lowest shelf. The camera was positioned to capture the washbasin, toilet, or shower area.

Each night around 9pm, Zhang would retrieve the camera, download footage of the targeted female tenant, and delete recordings of the other three tenants.

By February 2024, the camera’s battery life had begun to deteriorate. Zhang attached a power bank to keep it running and taped it beneath the sink to keep it hidden.

This modification led to his downfall.

On 25 April 2024, at around 9pm, the female tenant noticed the power bank hanging loosely underneath the washbasin. Upon closer inspection, she discovered the hidden camera.

Multiple Recordings and Attempted Cover-up

Shocked by her discovery, the victim removed the memory card and checked its contents on a computer.

After finding footage of herself being secretly filmed, she deleted the videos and placed both the camera and power bank in the kitchen.

When Zhang returned home around 10pm that same night, he noticed his equipment had been discovered. He quickly deleted all the secretly recorded videos from his computer in an attempt to destroy evidence.

Zhang was arrested on 30 April 2024. Police investigators found six indecent videos on his memory card and phone. Each video ranged from 10 to 30 minutes in length.

The investigation revealed that over a five-month period, Zhang had installed the hidden camera on six different occasions to secretly record the tenant.

During court proceedings, Zhang’s wife appealed for leniency, describing him as a “good husband” who deserved a lighter sentence. The prosecutor sought an 18-week prison sentence, which the court ultimately imposed.
