Around three million adult Singaporeans will receive cash payments of between S$100 and S$600 from 5 Dec 2025, as part of the enhanced Assurance Package announced in Budget 2023.
The Ministry of Finance (MOF) said in a 7 Nov statement that the cash payments help defray expenses of Singaporean households and provide more support for lower- to middle-income families.
Eligible recipients are Singaporeans aged 21 and above in 2026. The sum dispensed depends on the assessable income and the number of properties owned by the recipient.
Singaporeans can check their eligibility on the govbenefits website by logging in with their Singpass.
The cash payments are distributed to eligible Singaporeans each December from 2022 to 2026. Over these five years, eligible Singaporeans will receive between S$700 and S$2,250 of Assurance Package cash in total.
PayNow, GIRO and GovCash Distribution Timeline for December Payments
MOF encouraged Singaporeans to link their NRIC to PayNow by 23 Nov if they have bank accounts with participating banks in Singapore. Those who do so will receive the payouts first by 5 Dec.
PayNow-NRIC has been the ministry’s primary mode of payment for citizens who have linked their NRIC to PayNow through their bank.
Those without PayNow-NRIC-linked bank accounts but have a DBS, POSB, OCBC or UOB bank account may provide their bank account information at the govbenefits website by 29 Nov 2025. They will then receive the cash benefits via GIRO by 16 Dec 2025.
For those without a valid bank account, the cash payment will be made via GovCash by 22 Dec 2025.
Singaporeans on GovCash may withdraw their Assurance Package cash at any OCBC ATMs islandwide by entering their payment reference number. The payment reference number can be retrieved by logging into the govbenefits website with their Singpass, NRIC, and passing the facial verification.
An OCBC bank account is not required to withdraw payment at the ATMs.
Citizens on GovCash can also use the LifeSG app to make payments to merchants by scanning their PayNow or NETS QR code. They can also transfer payment to their bank account via PayNow-NRIC if they subsequently register for this service.
Assurance Package Enhancements and Scam Prevention Warnings
The enhanced Assurance Package was announced during Budget 2023 with a S$3 billion top-up, bringing the total amount eventually disbursed to S$9.6 billion.
More than S$10 billion in cash payouts, MediSave top-ups and Community Development Council (CDC) vouchers are provided. Additional U-Save and service and conservancy charges rebates for households are also included in the further enhancements to the package.
Eligible recipients will be notified via the gov.sg SMS Sender ID before and after the Assurance Package cash has been credited. Recipients without a Singpass-registered mobile number will be informed through a letter sent to their address on their NRIC.
MOF reminded the public to guard against scams. Government officials will never ask people to transfer money or disclose bank login details over a phone call.
