11 Teens Charged for Meeting in Boon Lay with Knives for ‘Settlement Talk’ During CB Period
11 teenagers have been accused of heading out during the “circuit breaker” period for a “settlement talk” and subsequently engaging in a knife fight near a shopping centre.
All the accused personnel are aged between 16 and 19, and there were reportedly 2 groups involved:
The first group comprised of the following individuals: Jovan Pang Zhiquan, 18, Tan Wei Hao, 17, Glenn Wong Jun Yi,18, See Huan Foo, 17, Jerome Tan, 17, Phoebe Chu Wei Er, 17, and Leong Wei Zhi, 16.
This group’s believed to have gathered at Block 221 Boon Lay Place at around 11:10 p.m. on 25 May near the POSB ATM for a meet-up before going ahead with the “settlement talk”.
The second group comprised of the following individuals: Seth Lim, 19, Keith Ser Sheng Kai, 18, Cyrus Lim, 17, and Lum Qi Xuan, 18. They allegedly turned up at the same ATM for “a settlement talk”.

By gathering for a disallowed social purpose, all 11 have been accused of flouting Regulation 6 of the COVID-19 regulations. They are each also facing a second charge of “forming unlawful assemblies” to attack specific members of the opposite group.
Some of them were equipped with knives.
A 12th person, Muhammad Zulfadhli Latip, was stated as being part of the second group, but did not face charges on Wednesday (27 May 2020). The reason, however, is unclear.
Can’t they just talk over Zoom?
Not The First Time For Some Of These Folks
Apparently, some of the affiliated teenagers have previously been charged with rioting as well. Tan Wei Hao, Jerome Tan, See Huan Foo and Leong Wei Zhi were part of a riot on 12 March at Boon Lay Interchange, with five other unnamed personnel.
The nature of the incident, however, was not specified.
Some of the teenagers have since been remanded for investigations. All of them, however, will be required to return to court next month.
For participating in an unlawful assembly while equipped with a lethal weapon, they’re liable to face a maximum of five years’ jail, a fine, caning, or any combination.
For breaching a COVID-19 regulation, they can be jailed for up to six months, fined up to S$10,000, or both.
