There are multiple ways to frame this incident.
You can call it karma or indeed some form of twisted self-fulfilling prophecy.
Or you could just simply call it “Well-Dressed Man Caught Taking Upskirt Photos Openly in Tai Seng Carpark.”
Upskirt-er allegedly caught in action
First reported by Stomp on 23 January, Stomper Kenneth Tan “who had been visiting clients in the area, witnessed the incident while he was in his car at around 2:52 p.m.” according to the article.
Kenneth told Stomp:
“I was in my car talking on the phone when a group of three people walked past.
“I thought I saw a man trying to take upskirt pictures of his female companion, but because it happened so quickly, I couldn’t be sure.
“It was only when I downloaded my car cam’s video files that my suspicions were confirmed.”
Here’s a blow-by-blow screen-grab of what happened.
A group of three can be seen walking into frame. The man behind the lady appears to be holding his phone with the flashlight turned on.
Halfway into the frame, said man appears to bend his knees and proceeds to place his phone under the woman’s dress. With the other man just metres away from him.
The man continues holding his phone under the woman’s dress while appearing to bend his knees further. A bright light can now clearly be seen emitting from the phone. And the other man is still metres away from them.
As the front-man turns around to bid goodbye, said man swiftly walks away, checks his phone and waves goodbye to all.
And if you’ve noticed, the other man is facing them.
Three of them exit the frame soon after.
While the front-man seems to be looking in their general direction, Kenneth said that he could not tell if he was aware of what was going on as “everything happened very quickly”.

Police Report Made
According to Stomp, Kenneth made a report on the same day and hopes “the woman in the video can be informed.”
It shared that “The police confirm that a report was lodged and a 38-year-old man is assisting with investigations.”
This man, as Stomp understands, is the same man seen holding a mobile phone underneath the woman’s dress in the footage.
Police efficiency = level 99, indeed.
Insult Of Modesty
In Singapore, according to the Penal Code, an intrusion upon the privacy of women with the intent to insult their modesty, can be punished with imprisonment of up to a year, or with fine, or with both.
Just so you are aware, this is the maximum penalty for 1 charge.
Yes, just 1 count, 1 charge or 1 video if you will.
Hence if there should be more videos or images found on this potential creep, hell, let’s just say it’s gonna stack up.
