This may come as a shock to you, but sexual misconduct occurs outside the NUS campus as well.
Even in Singapore, which is reportedly one of the safest places for women in Asia, many women face sexual harassment and assault on a daily basis.
One notable form is the growing trend of digital voyeurism, whether it be taking upskirt photos, or filming someone while they are in compromising positions.
Perpetrators of all ages – students and teachers – have been caught filming up girls’ skirts for their own twisted pleasure.
Now, yet another lecturer has been caught for this repulsive act.
‘Well-Respected’ ITE Lecturer Jailed for Taking Upskirt Videos With Modified Laptop Bags
A former lecturer at at the Institute of Technical Education (ITE) was sentenced to prison for eight months for taking upskirt videos of over 300 women with a modified laptop bag.
According to TODAYonline, Chia Teck Huat used to walk around shopping malls in search of middle-aged female office workers in short skirts whom he could film.
He brought along his laptop bag, in which he had placed mini cameras.
According to Chia’s lawyers, the 41-year-old was a well-respected ITE lecturer and a committed family man.
After losing his job with ITE, Chia worked as a part-time deliveryman.
He started to film women between July 2017 and October 2017.
He would walk around malls like Plaza Singapura, Ion Orchard, Tampines Mall and Changi City Point, in search of unsuspecting middle-aged women.
His filming spree finally ended on 23 Oct 2017, when a male bystander caught him taking upskirt videos at Plaza Singapura’s Daiso outlet.
During investigations, the authorities uncovered a total of 335 video clips featuring 335 unidentified women.
Labelled & Organised Videos
District Judge Adam Nakhoda pointed out that Chia had meticulously labelled and organised the videos he took, indicating planning and premeditation.
While the 41-year-old was found by a psychiatrist to be suffering from voyeuristic disorder and adjustment disorder, he was not diagnosed with impulse control disorder.
This means he was in control of his actions.
In Chia’s defence, his lawyer claimed that he was experiencing marriage troubles and that his mother was suffering from late-stage cancer, which filled him with “tremendous stress and anxiety”.
He said taking upskirt videos helped to alleviate his stress, and that his urges were “triggered when he saw girls in short skirts”.
Chia’s lawyer claimed he was “relieved” when he was caught by the police, as he was unable to control himself.
Why didn’t he turn himself in, then?
After his misdeeds came to light, Chia was dismissed from ITE in March 2018. The institution said it would not tolerate any forms of sexual misconduct.
Chia pleaded guilty in October to three counts of insulting a woman’s modesty, with an additional charge taken into consideration.
Well-respected or not, everyone must pay the price for their crimes.
