3 People Rescue a Woman Who Was Dangling Over HDB Flat Parapet in Tengah

A woman was seen dangling over a HDB flat’s parapet in Tengah. Fortunately, she was rescued and subsequently conveyed to the hospital.

Here’s what happened.

On Sunday (1 December), a video surfaced on XiaoHongShu which shocked many Singaporeans.

The video, uploaded at 11:34 pm, showed a woman screaming while dangling over a HDB flat parapet in Tengah. The entirety of her lower body was off the parapet, while a few people appeared to be holding onto her upper body to keep her from falling off the parapet.

Residents directly downstairs the floor from which the woman was dangling off of appeared to be looking up in an attempt to figure out what was happening as well.

Fortunately, later on in the video, three people could be seen successfully rescuing the woman by pulling her back into the flat corridor.

Woman Apprehended Under the Mental Health (Care and Treatment) Act

While it is unclear how the woman ended up dangling over the HDB flat’s parapet, the authorities have shared that they received a call for assistance at Block 119C Plantation Crescent, one of the five districts in Tengah, around 12:20 am.

The authorities also shared that a 30-year-old woman was apprehended under section 7 of the Mental Health (Care and Treatment Act).

The section generally provides that a police officer has the duty to apprehend any person believed to be dangerous to himself, herself or other persons, and that the danger is reasonably suspected to be attributable to a mental disorder. After apprehension, the relevant police officers must take the person either to a medical practitioner or a designated medical practitioner at a psychiatric institution without delay.

The woman was subsequently conveyed conscious to Ng Teng Fong Hospital.

Not the First Time Such an Incident Occurred This Year

If you thought this case was the first of its kind in Singapore, you’re wrong.

Earlier in January this year, a 35-year-old man was also apprehended under section 7 of the Mental Health (Care and Treatment) Act for a similar incident. The 35-year-old was seen dangling over the eleventh-floor HDB corridor parapet at Block 517 Bedok North Avenue 2.

Fortunately, officers from the Crisis Negotiation Unit (CNU) and the Singapore Civil Defence Force (SCDF) responded to the incident. They managed to bring the man off the parapet and back into the HDB corridor approximately two hours later.
