In 2018, If You Tailgate in HDB Carparks, You’ll Be Caught by a New System

Ah, drivers, potential drivers and motorcyclists in 2018, this is for you.

The Housing and Development Board (HDB) has announced today (27 December) that it will be implementing a Tailgating Detection System (TDS) in its car parks from 2018.

What is TDS?

In a press release, HDB said that the TDS will use video analytics to identify tailgating vehicles in real time. This will enhance enforcement measures against tailgating motorists who purposely want to siam (avoid) parking charges.

Eh, don’t act like you don’t know leh.

An improvement to current system

TDS is an improvement from the current system where a manual process of scanning CCTV footage and checking the vehicles’ payment records is required to identify vehicles which tailgate or bypass gantries.

So no more manual work which will take up to a few hours to check on the guilty…

The new TDS uses a network of sensors located at the exits of the Electronic Parking System (EPS) car parks and measures the distance between vehicles as they approach the car park gantries.

A video which includes the vehicle’s details and date/time of the incident will then be instantly recorded if tailgating is detected.

Motorcyclists, you cannot siam also because TDS will be able to detect your motorcycle if you bypass car park gantries without paying parking charges.

In fact, HDB has already piloted the use of TDS in May 2017 at two EPS car parks from May to Nov 2017 and they are washing our dirty linen in public.

130 vehicles tailgated/bypassed car park gantries

At both car parks where TDS was implemented, they found a total of 130 vehicles which tailgated or bypassed car park gantries.

Also, 7 motorists who had repeatedly siam payment of parking charges by tailgating aren’t going to run away from the law anymore.

A woman was fined a total of S$5,600 after pleading guilty to 7 counts of failing to pay parking charges totalling S$226.21, at a car park at Bedok North Avenue in August last year.

HDB also said that as at 15 November, it has already issued > 6,000 parking offence notices to motorists who deliberately siam parking payment.

If you’re not aware, the penalties are S$25 for motorcycles, S$50 for cars and S$80 for heavy vehicles.

Aiya people, just pay your parking charges… why incur extra penalties when you can avoid it? Be smart with your choices please.
