COE Supply to Rise 1.1% for November to January, but Category A Quota Stays Unchanged

Singapore’s Certificate of Entitlement (COE) supply will increase by about 1.1% for November 2026 to January 2027, but buyers bidding in Category A will see no increase in their allocation.

A total of 19,298 COEs will be available, up from 19,085 for August to October. The Land Transport Authority (LTA) announced the new allocation on 26 October, with bidding under it beginning on 2 November.

Category A Stays Flat While Category B Gets More COEs

Category A’s quota will remain at 7,134 certificates for the three-month period.

This category covers non-fully electric cars with engines of up to 1,600cc and maximum power of up to 97kW, as well as fully electric cars with maximum power of up to 110kW.

Category B, which covers cars above the respective engine capacity or power limits, will receive 5,707 certificates. That is 180 more than the previous quarter, an increase of about 3.3%.

Here is how the allocation compares:

Category August to October 2026 November 2026 to January 2027 Change

Upcoming Quota Is Unaffected by Review of Car Categories

LTA said the November-to-January allocation is unaffected by its ongoing review of how cars are categorised for COE bidding.

The authority is seeking public feedback on a proposal to combine Categories A and B into one passenger-car category, alongside a system of additional fees and rebates based on a car’s value.

That remains a proposal under consultation. Feedback closes at 11:59pm on 2 November, and LTA plans to share its findings and recommendations by the first half of 2027.

Bidding Starts on 2 November

The quota calculation draws on 25% of replacement COEs from vehicles deregistered between October 2025 and September 2026.

It also includes an allowance for annual growth of 0.25% in Category C, alongside adjustments involving taxis, unused temporary COEs, the Early Turnover Scheme for commercial vehicles, redistribution and additional COE injections.

Bidding exercises start on the first and third Mondays of each month. LTA highlighted a three-week gap between November’s second exercise and December’s first exercise.

The allocation for the following period, February to April 2027, will be announced in January 2027.
