MOE kindergartens to pilot full-day model in 2027, with all centres onboard by 2030

Families using MOE kindergartens will get an integrated full-day option, starting with a pilot at MK@Rivervale and MK@West View in 2027. The Ministry of Education announced on October 28 that it will extend the model to all its kindergartens between 2028 and 2030.

What changes for parents?

Currently, MOE kindergartens offer four-hour K1 and K2 programmes. Families needing longer care can separately enrol in Kindergarten Care, or KCare, run by MOE-appointed external providers.

The new arrangement will bring lessons and care into one MOE-run programme, with parents paying a single fee.

Centres adopting the model will operate from 7am to 7pm on weekdays, including during school holidays. Closures will still apply on public holidays, designated MOE school holidays and centre closure days.

The half-day option will run from 7am to 12.30pm, allowing families who do not need care throughout the day to retain that choice.

How much will the pilot cost?

Monthly fees at the two pilot centres in 2027 will be:

Programme Singapore citizens, before subsidies Singapore citizens, after applicable subsidies Permanent residents
Full-day S$665 S$3–S$425 S$735
Half-day S$310 S$1–S$160 S$320

The amount Singaporean families pay will depend on their subsidy eligibility.

MOE will provide top-up subsidies to keep out-of-pocket fees comparable to existing levels. Fees for centres joining the subsequent rollout will be announced separately. Some holiday learning journeys and programmes led by external vendors may cost extra, with subsidies available for families meeting the income criteria.

When will other centres switch?

MOE will name the kindergartens adopting the model the following year during each March registration exercise.

Educators will be supported by MOE-hired programme officers. Activities will include play in mother tongue languages, outdoor exploration, and holiday programmes involving STEM, drama and visual arts.
