Man Jailed for Attacking Officers After He Was Found Throwing a Cigg Butt on the Ground

If there’s something people can agree on, it’s that Singapore is generally pretty clean.

Which also goes without saying that littering is taken very seriously here, often incurring hefty fines and corrective work orders.

Just ask Dee Kosh.

And if you do that caught for it, don’t fight the law enforcement either. You’ll probably end up worse-off.

Unfortunately, that’s what 53-year-old Sulaiman Shaik Alladin did.

Two Certis Cisco officers caught the man throwing a cigarette bud on the ground. When they tried to get him to cooperate, he shouted at them and went on to attack them.

On 18 Dec, Sulaiman pleaded guilty to two charges.

One was for causing hurt to a public servant, and another for attempting to use criminal force on a public servant.

He was sentenced to 18 weeks of jail.

So, what happened?

Incident Occurred In June

The two officers caught Sulaiman in the act on 6 June this year.

They asked for his particulars and revealed themselves as officers from the National Environment Agency (NEA).

However, he did not want to cooperate and left, with the two officers following him.

When asked to provide particulars again, Sulaiman began shouting at the officers and started hurling vulgarities.

He even threatened them with his fist.

Even though he handed over a card eventually, it was not his NRIC and shouted at the officers, “You’d better go lah!”

Attacking The Officers

It only gets worse from here.

After trying to leave, the officers pursued him again.

This time, Sulaiman fought back.

He pushed against one of the officers and kicked him in the knees. After that, he picked up a bicycle and flung it at them.

The officers were thankfully not hit by it.

He shouted at them to “better go” before walking away once more.

Repeat Offender

Sulaiman has had criminal records dating back to 1984 and has been a patient at the Institue of Mental Health since that date too.

He reportedly served three stints at the Drug Rehabilitation Centre from 1987 to 1994.

In January this year, he was also jailed for four weeks under various charges.

They are for criminal intimidation, using threatening words and behaviour, and breaching an expedited protection order.

Sulaiman doesn’t have a full-time job, and would also not take his medicine when money was scarce.

He also claims to hear voices.

However, both the Deputy Public Prosecutor and an IMH psychiatrist found no signs of mental illness when he committed his latest crime.

What was acknowledged was his history of alcoholism and substance abuse.

A district judge told Sulaiman that his actions and offences were intolerable, as he should be setting an example for his three schooling children.

He could have been jailed up to two years, fined up to S$10,000, or both for using abusive language on the officers.

For hitting the officer, he could’ve also had up to seven years of jail, a fine or both. He cannot be caned as he is over 50 years old.
