It’s been a tough two years for our hawkers and heartland merchants.
The coronavirus has snuffed out businesses time and time again during the pandemic, with those who managed to survive still struggling to stay afloat.
And the stop-start nature of reopening certainly hasn’t helped.
This is why the government has introduced several schemes to provide ailing businesses with financial assistance, hoping to prop them up until they can get back on their feet.
Now, the government will be giving us money to spend on these heartland merchants.
DPM Heng: We Will be Providing $100 CDC Vouchers to All S’pore Households
In a Facebook post yesterday, DPM Heng Swee Keat detailed his launch of the inaugural Heartlands Festival, a festival that aims to celebrate hawkers and heartland businesses.
As Mr Heng noted, the pandemic, along with the rise of e-commerce, has posed challenges for local businesses, especially heartland enterprises.
He said he was pleased to see some such businesses tapping on digitalisation and thinking of new ways to grow their businesses.
To thank residents for supporting heartland business and to encourage them to continue doing so, DPM Heng said the government will be providing all Singapore households with $100 Community Development Council (CDC) vouchers.
1.3 Million Singaporeans to Benefit
Announced in Budget 2021, the CDC scheme is expected to benefit 1.3 million Singaporean households.
The S$130 million scheme is also an expression of gratitude for residents’ “spirit of resilience during the COVID-19 pandemic”.
The authorities began inviting heartland merchants and hawkers last month to participate in the scheme. Those who have not done so can register their interest online, and a CDC Ambassador will get in touch with them to guide them through the registration process.
Training will be provided during the onboarding process.

Vouchers to be Released Digitally
For the first time, the CDC vouchers will be distributed digitally instead of the physical vouchers that were previously used.
The participating merchants simply have to download the RedeemSG Merchant app so they will be able to easily accept Government-issued digital vouchers and track voucher transactions.
After the last scheme, hawkers and merchants suggested doing away with paper vouchers, as there wouldn’t be a need to collect and count the physical vouchers.
The vouchers are expected to be distributed in the coming months.
They can be used to redeem food as well as essential goods and services at participating heartland merchant shops and hawker stalls.
