I Googled again and found this:
But when IKEA reopened on Phase Two, they didn’t open the restaurant. The bistro would be open today, but not the restaurant yet.
IKEA had then said that the restaurant would be reopening within two weeks of Phase Two.

IKEA Restaurants Reopening on 29 June But Menu Will be Different
It’s here: IKEA has just announced that the restaurant will be reopening on 29 June 2020.
Just for your info, that’s on a Monday, so you’d still need to find other places to visit this weekend.
For the time being, they will only provide a selected menu.
Condiment stations will still be closed, though. Packeted chilli and ketchup will be given upon request.

The soft drinks and coffee machines/dispenser are closed temporarily, so only bottled, can and packet beverages will be available. This means IKEA FAMILY members will not be able to enjoy the member benefits of free coffee and tea during this period.

They are slowly resuming their food operations, so don’t expect a full reopen three days from now.
Operating hours have changed, too. These are the revised hours:

- IKEA Tampines: 10am-9pm with last order at 8.30pm (Sun-Thu) & 10am-10.30pm with last order at 10pm (Fri-Sat)

The Swedish F&B giant that also sells furniture reopened on 19 June 2020 but its bistro, food market and restaurant remained closed.
It then reopened its food market (the one that sells frozen food and snacks) on 23 June 2020, and reopened the bistro today (26 June 2020).
If that doesn’t sound like Lawrence Wong, I don’t know what it sounds like.
