A 22-year-old man was arrested for alleged voyeurism at Nanyang Technological University (NTU) on Saturday evening, 19 September.
Police said they received a call for assistance at 66 Nanyang Crescent at about 7.30pm. The man was subsequently arrested for voyeurism, and investigations are ongoing.
Police have not disclosed what the man is alleged to have done, whether any recording was made, or details about the person or persons affected.
Police Call Was Made to Banyan Hall Address
The location given by police, 66 Nanyang Crescent, is the address of NTU’s Banyan Hall. NTU’s website says Banyan Hall is part of the North Hill Halls, together with Binjai Hall and Tanjong Hall.
There was some online discussion linking the incident to North Hill Gym.
Mothership reported, citing an NTU Reddit thread, that gym users said they saw a man being patted down by five security personnel at around 8.30pm at what they called “NH gym”. Other users reportedly said security personnel had been in the area since about 7.30pm, with police later arriving and speaking to students.
These accounts have not been confirmed by police.
North Hill Gym itself is located at 60 Nanyang Crescent, on Level 3 of Block 19A at Binjai Hall, rather than at the 66 Nanyang Crescent address given by police. The gym is NTU’s largest on-campus gym and is open to NTU students and staff.
This means the available information places the police response within the North Hill Halls area, but does not establish that the alleged voyeurism occurred inside the gym.
NTU Has Policy Against Voyeurism and Sexual Misconduct
NTU’s existing policy states that it takes a zero-tolerance position towards harassment, including voyeurism and sexual misconduct.
The university says that when an alleged harassment incident involves its students or staff, it can conduct its own investigation under its anti-harassment and conduct policies. It also provides support services to people affected by harassment or sexual misconduct and may refer suspected criminal conduct to the police.
This is NTU’s general policy and does not, by itself, mean that the university has begun a separate disciplinary investigation into Saturday’s incident.
Voyeurism Is an Offence Under Singapore Law
Under Section 377BB of Singapore’s Penal Code, voyeurism can include intentionally observing or recording another person carrying out a private act without that person’s consent, while knowing or having reason to believe that consent was not given.
For the general voyeurism offence, a person convicted can face up to two years’ jail, a fine, caning, or a combination of these punishments.
The 22-year-old man has only been reported as arrested at this stage. Police investigations are ongoing, and no charge against him has been announced in the reports reviewed.
