Man Fined S$1,500 for Drunkenly Touching Female Valet as She Drove Him Home After His Drinking Session

Most of us understand that you can’t go around touching anyone you want without their permission just because you have certain desires.

Such incidents will grant the perpetrator temporary gratification, but leave the victim with emotional scars for life.

There’s a minority, however, that doesn’t seem to be able to empathise with this mental anguish, as they continue to touch others inappropriately for their own pleasure.

And that’s exactly what Chan Choon Beng, a 39-year-old Malaysian, did in February last year.

Around that time, Chan would frequent pubs in Jalan Besar to drink alcohol with his friends at least twice a week.

Wanting to avoid drinking and driving, Chan would drive his own car but engage a valet to take him home after his drinking session.

The 39-year-old first met the victim in December 2019 after engaging her employer for valet services.

She was assigned to be Chan’s valet, and they later exchanged phone numbers.

On 11 Feb, 2020, Chan visited several pubs in Jalan Besar and consumed large amounts of alcohol.

His drinking session ended around 2:00am the next day, and he called the victim to drive him back home as he was drunk.

She agreed and picked him up at Syed Alwi Road.

On the journey back home, Chan sat in the rear of his car. Finding his valet attractive and wanting to have sex with her, Chan began touching her after they entered the Central Expressway.

The victim pushed his hands away and demanded that he stop, but Chan continued touching her upper arms, shoulders, and the back of her neck and face over 15 minutes while she drove.

At some point, the valet tried to take his photo with her handphone but failed.

Chan only stopped his inappropriate behaviour when they reached his house. He paid her S$50 for her services and threatened to sue her if she did not delete the photos he thought she’d taken.

Later, the victim called the police and made a report.

Fined S$1,500

On Tuesday (23 March), Chan was given the maximum S$1,500 fine after pleading guilty to a single charge of using criminal force on the Singaporean victim.

The charge was reduced from molestation on condition of his guilty plea.

For his offence, the 39-year-old could have been jailed for up to three months, in addition to his fine.

Victim Couldn’t Sleep Well For a Month After Incident & Had to Quit Valet Job

The incident was so traumatic for the woman that she couldn’t sleep well for a month.

She was also forced to quit her valet job, as she, understandably, developed a fear or distrust in men.

The judge said that the maximum fine had been imposed on Chan to “send a signal that this sort of conduct would not be condoned by the law.”
