Delivery Driver Filmed Parking Warden Who Didn’t Wear Mask Properly, Smoked In No-Smoking Area & Littered

Enforcement officers, whether for parking or safe distancing, exhibit varying degrees of rigidity.

If you’re going to insist on being a stickler for the rules, however, you’d better make sure you obey them yourself.

Dispute Over a Minor Offence

A video of an argument between a parking warden and two delivery riders has made the rounds on social media.

The video was shared in a Facebook post last Saturday (21 Nov).

The dispute seems to be over the parking warden’s overly tough enforcement attitude.

The warden appears to be taking down the license plates of two delivery riders who briefly parked their vehicles in the loading bay so they could make their delivery.

“This is loading and unloading bay, no delivery,” the warden said.

When one of the riders pointed out that he had entered the gantry and was therefore paying parking fees, the warden simply pointed at a multi-storey car park and said, “Car park there.”

The other rider asked why the warden was penalising them over such a triviality.

“Brother, loading bay you also want to kacau (disturb)”.

In response, the warden said, “Bo pian one (no choice).”

The riders then asked the warden why he was fining them for such a minor offence, but he replied that he wasn’t, even though he appeared to have taken down their license plate numbers.

A Tough Time Where Everyone’s Trying to Earn a Living

At the one-minute mark, a McDonald’s rider enters the conversation and tries to explain their situation to the warden.

He pointed out that it’s unfeasible for delivery riders to park their vehicles for every delivery in multi-storey car parks.

“McDonald’s delivery you say we cannot park in loading bay, I really cannot understand, we are delivery (riders) leh,” he said.

The rider claimed he only took three minutes to make his delivery, but was still penalised by the warden.

He then tried to reason with the warden, explaining that it’s a difficult time for many workers who are just trying to earn a living.

Fine or No Fine?

In response, the warden said that parking at the loading bay for 3 minutes is actually permitted, and that he didn’t say anything to the contrary.

But the riders questioned him about the need to take down their license plate numbers if this was indeed true.

“Loading bay is not allowed for delivery. You have to go to the car park. And I didn’t tell you that you can’t do delivery. I gave you 5 minutes,” the warden said.

“Then why did you take down my number?” the rider asked.

“The computer system registers 5 minutes and the time is up,” the warden replied.

One of the riders noted that he’s heard the same thing from other wardens, but ended up getting issued a fine later on.

Warden Caught Smoking & Littering

After the incident, presumably in retaliation, the same rider caught the warden smoking and littering on video.

The warden had put on a salmon civilian shirt over his uniform so he wouldn’t be identified.

Once he finished his smoke, he removed his civilian shirt, stuffed it in his sling bag, and carried on with his day.

As you may know, smoking in common areas of any residential premises, including void decks, is banned.

So, what must have irked the rider was that the warden was so by-the-book when it came to their offences, but ignorant of the law when it came to his own needs.

It should also be noted that the warden wasn’t wearing his mask properly in his confrontation with the riders, as his nose was exposed.
