In August, a lift in a Sengkang HDB malfunctioned, causing it to shoot up to the top floor suddenly. The lift issued a loud bang upon reaching the top floor, and the female resident taking the lift injured her shoulder due to the impact.
After the incident, the lift was out of service for three months.
According to Shin Min Daily News, Lift A of Block 158D Rivervale Crescent in Sengkang has been out of service since August. As a result, residents often have to wait for the single elevator to make a few trips before they can get on the lift during peak hours.
One resident, surnamed Cai, told the Chinese newspaper that he’s worried that the lift won’t be able to handle the load during the peak hours, especially when he and his children need to go to work or school.
The extant building has a total of 18 floors, and each storey has six units.
The Day of The Incident
The Building and Construction Authority (BCA) revealed that they received a report on 24 August, which stated that Lift A of Block 158D Rivervale Crescent had suddenly rose to the top floor, thus injuring one female resident.
The lift operator was then informed, and the Sengkang Town Council also issued a notice that the lift was out of service.
Reportedly, the woman suffered some bruises on her shoulder, and she looked rather panicked when she got out of the elevator.
After such incidents, the town council must appoint a specialised engineer to carefully investigate the cause, and then come up with appropriate measures to solve the problem.
Based on the investigative report given by the engineer on 23 September, the elevator accident occurred because the brakes had malfunctioned.
BCA made the necessary arrangements the next day.
The spokesperson also clarified that the local authorities did not receive the investigative report until 20 October.
In the interest of public safety, the BCA will be reviewing the report to ensure that the investigation and repair works carried out will meet the standards set by the authorities.
Furthermore, the BCA has dispatched more people to check the other elevators in the same building to ensure that they are functioning normally.
Maintenance Work To Last Through November
The Sengkang Town Council posted a notice saying that due to the delays in the transportation of elevator parts from overseas the maintenance work will only begin in mid-November.
The signs posted outside Lift A also stated that they only obtained approval from the BCA on 26 September. This has slowed down the lift’s repairs significantly as well.
The Town Council is working with the lift operators to ensure that lifts are operating safely and it meets the standards set by BCA.
Authorities expect the repair work to start in mid-November.
