26YO Woman Jailed for Repeatedly Harassing Mother & Sister; Had Been Convicted Similarly Thrice Before

On Tuesday (1 Jun), 26-year-old Ng Hui Yi was sentenced to 14 weeks’ jail after pleading guilty to seven charges of theft, wrongful confinement, harassment and violating a personal protection order (PPO).

Another four other charges were taken into consideration for her sentencing.

According to TODAYonline, Ng had previously been sentenced to a mandatory treatment order in 2014 and 2016 for slapping her mother, Madam Tay Kim Lian.

A mandatory treatment order is a community sentencing option offered to offenders suffering from mental conditions that contributed to the offence.

She had also threatened to stab her mother, stole her phone and sent a doctored image of Mdm Tay to her employer in June 2020. She was jailed for her actions last year.

Ng was diagnosed with schizophrenia in 2014, obsessive-compulsive disorder (OCD) in 2016, and has borderline intellectual functioning—whereby an individual has below-average cognitive ability but is not as severe as intellectual disability.

However in 2015, she had stopped going to the court-appointed psychiatric treatment and was “generally unreceptive to [it],” said the prosecution.

Mdm Tay had obtained a PPO restraining Ng from using violence against her in 2011, while Ng’s sister, Ng Hui Qi, also obtained one in October 2016. Although they no longer live with her, they occasionally allow her to stay with them.

Details of the Incidents

After being released from jail for her offences in June last year, Ng went over to her mother’s flat in the wee hours of the morning on 25 June.

She hammered on the windows and shouted to get Mdm Tay’s attention, then fastened a padlock to the flat gates when her mother did not respond. A neighbour eventually persuaded her to leave.

Mdm Tay proceeded to call the police and was only able to unlock her gates by calling a locksmith in the morning.

In another unrelated incident that occurred on 29 June, Ng stole her neighbour’s undergarments and bedsheets from the clothing rack outside her neighbour’s flat. The woman’s closed-circuit television has captured the theft.

On 2 March 2021, Ng went over to her mother’s flat again and let herself in. She then locked herself inside of her sister’s room, going through Ng Hui Qi’s mobile phone to obtain the contact details of her colleagues and boyfriend.

Her sister was unable to convince Ng to unlock the door or find a spare key to the room, and resorted to calling the police for help.

However, things took a turn for the worse.

Later in the day, Ng went on Facebook and created a public account, named after a combination of her sister and her sister’s boyfriend’s name. She uploaded pictures of her sister and the couple to the account, writing that her sister had “many affairs with men”.

Ng also wrote a message, claiming that her sister had killed bosses, managers and customers. She also called her “worse than [sic] inhumane beast”.

After all the damage, she used the account to send a friend request to her sister.

Ng then emailed the human resource department of her sister’s employer, alleging the same things she wrote on the Facebook account.

The last incident occurred on 24 March, when Mdm Tay left the gates unlocked and her mobile phone on the sofa as she went to bring a food delivery order into her kitchen. Ng took the opportunity to dash into the house and stole the mobile phone.

The next day, Ng called her mother several times from unknown numbers threatening to keep the phone forever unless Mdm Tay willed all her assets to her.

When Mdm Tay refused to do so, Ng told her that she would be knocked down by cars if she left the house.

Ng’s 14-week jail sentence began on 8 April, when she was remanded. District Judge Kessler Soh had arranged for her and her family members to attend a community court conference.
