Prime Minister Lawrence Wong has announced a Cabinet reshuffle, with several first-term MPs receiving larger responsibilities while veteran ministers remain in senior positions.
The most prominent changes include K. Shanmugam becoming Senior Minister, Jasmin Lau taking charge of the Ministry of Manpower and labour chief Ng Chee Meng returning to the Cabinet.
Most of the changes will take effect on 27 July 2026, although several appointments will begin later.
Jasmin Lau Will Take Charge of the Manpower Ministry
Jasmin Lau will be promoted from Minister of State to Senior Minister of State.
She will also become Acting Minister for Manpower while continuing at the Ministry of Digital Development and Information. She will relinquish her appointment at the Ministry of Education.
Dr Tan See Leng, who currently oversees the manpower portfolio, will move to the Ministry of Trade and Industry.
He will oversee energy and industry, while Deputy Prime Minister Gan Kim Yong will continue to handle trade and Singapore’s broader economic strategy.
From 1 October 2026, the Ministry of Trade and Industry will be renamed the Ministry of Energy, Trade and Industry.
PM Wong said energy had become increasingly important to Singapore’s economic competitiveness, industrial transformation and resilience.
In other words, the ministry is not merely getting a new minister. It is getting a new name and a much larger energy brief.
Jeffrey Siow and David Neo Become Full Ministers
Jeffrey Siow will be promoted from Acting Minister for Transport to Minister for Transport.
He will also become Second Minister for Finance, having previously served as Senior Minister of State at the Finance Ministry.
David Neo will similarly be promoted from Acting Minister to Minister for Culture, Community and Youth. He will also become Second Minister for Education.
Both men entered Parliament during the 2025 General Election and were appointed acting ministers during PM Wong’s previous Cabinet reshuffle in May 2025.
Senior Minister of State Sim Ann will be promoted to Second Minister for Foreign Affairs and Second Minister for Home Affairs.
Goh Pei Ming will become Senior Minister of State at both the Ministry of Home Affairs and the Ministry of Social and Family Development.
Shanmugam Becomes Senior Minister
K. Shanmugam will be appointed Senior Minister while retaining his existing positions as Coordinating Minister for National Security and Minister for Home Affairs.
PM Wong said Mr Shanmugam and Senior Minister Lee Hsien Loong were the Government’s two most experienced ministers.
They will continue providing counsel and mentoring younger political office-holders as the Government renews its leadership team.
And here’s the news of the day: Labour Chief Ng Chee Meng will also return to the Cabinet as a Minister in the Prime Minister’s Office.
Mr Ng previously served in the Cabinet before losing his parliamentary seat in Sengkang GRC during the 2020 General Election. He returned to Parliament after winning Jalan Kayu SMC in the 2025 election.
Two More First-Term MPs Enter Government
Two first-term MPs will receive their first political appointments.
Foo Cexiang will become Minister of State for Manpower and Trade and Industry from 1 September 2026.
Shawn Loh will become Minister of State for Education and Health from 1 January 2027.
There will also be several changes involving existing Ministers of State.
Alvin Tan will become Minister of State for Foreign Affairs while retaining his position at the Ministry of National Development. He will relinquish his Trade and Industry appointment.
Zhulkarnain Abdul Rahim will become Minister of State for Home Affairs while continuing at the Ministry of Foreign Affairs. He will relinquish his appointment at the Ministry of Social and Family Development.
Why the Cabinet Was Reshuffled Now
The announcement comes around 14 months after PM Wong’s previous Cabinet reshuffle in May 2025.
PM Wong said he reviews his team annually and considers whether political office-holders are ready for larger responsibilities.
He also said the timing took into account the unexpected resignations of former Senior Ministers of State Koh Poh Koon and Muhammad Faishal Ibrahim earlier in 2026.
The reshuffle does not amount to a complete changing of the guard.
Instead, experienced ministers will remain in senior coordinating positions while newer MPs are gradually moved into larger portfolios.
Gan Kim Yong will also remain Singapore’s sole Deputy Prime Minister.
PM Wong said the current arrangement remained appropriate, although it could be reviewed as the leadership renewal process progresses.
PM Wong will continue serving as Finance Minister. He said finding a successor for the portfolio remained a work in progress.
