A 22-year-old worker died after falling from the 12th storey of a Build-To-Order (BTO) construction site in Tanjong Rhu on Monday, 28 September.
The fatal accident happened at the Tanjong Rhu Riverfront II worksite while concrete-casting works were being carried out.
Worker Was Carrying Out Concrete-Casting Works
According to the Ministry of Manpower (MOM), the worker was carrying out concrete-casting works with co-workers using a mobile concrete pump on the 12th storey when he fell at about 4.15pm.
The Singapore Civil Defence Force (SCDF) said it received a call for assistance at a construction site along Tanjong Rhu Road at about 4.20pm.
The worker was pronounced dead at the scene by an SCDF paramedic.
Police also responded to the incident. According to reports, preliminary investigations did not indicate foul play, and investigations are ongoing.
HDB Suspends All Works at Site
The Housing and Development Board (HDB) said the incident occurred at the Tanjong Rhu Riverfront II worksite.
The project’s contractor is BHCC Construction Singapore.
HDB said it was saddened by the worker’s death and would work with the contractor to provide support and assistance to his family.
All works at the construction site have been suspended until further notice.
HDB added that it was taking the incident seriously and was working with the contractor to assist the authorities with their investigations.
Tanjong Rhu Riverfront II is part of the Tanjong Rhu Riverfront I and II public housing developments. HDB’s project documents show that the developments comprise 2-room Flexi, 3-room and 4-room flats.
Workplace Fatalities Have Been Under Scrutiny in 2026
The accident comes amid continued concern over workplace deaths in Singapore.
In August, MOM said seven workplace fatalities had occurred across five incidents within four weeks from late May to June. Preliminary findings at the time did not point to one common underlying cause, as the deaths occurred in different industries and circumstances.
Employers are required to notify the Commissioner for Workplace Safety and Health as soon as reasonably practicable when an employee dies in a work-related accident, and a fatal incident report must be submitted within 10 days.
Investigations into the Tanjong Rhu accident are ongoing.
