HDB Opens Applications for 7,964 BTO Flats in First Launch With Higher Income Ceilings

HDB opened applications for 7,964 Build-To-Order (BTO) flats on 4 November 2026. The flats are spread across seven projects in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun.

It is the first BTO exercise since the monthly income ceiling rose from S$14,000 to S$16,000 for eligible families and from S$7,000 to S$8,000 for eligible singles. The new limits apply to buyers who applied for an HDB Flat Eligibility (HFE) letter from 24 August 2026.

Sembawang Has the Shortest Wait

Sembawang Anchor has 1,310 flats with a wait of two years and 10 months. It is one of three Standard projects in the launch, alongside Plantation Dew in Tengah and Chencharu Acres in Yishun.

The three Plus projects are Bayshore Oasis and Bayshore Sails in Bedok, and Merpati Meadow in Geylang. Toa Payoh Hillside, next to Caldecott MRT station, is the only Prime project.

Before grants, four-room flats start at S$312,000 at Sembawang Anchor and S$545,000 at Merpati Meadow. At Toa Payoh Hillside, they start at S$558,000 without a balcony and S$619,000 with one.

Plus and Prime flats come with extra subsidies and a 10-year minimum occupation period. When owners sell, they must pay HDB a share of the resale price or valuation, whichever is higher. That share is 8 per cent at Merpati Meadow, 9 per cent at both Bayshore projects and 11 per cent at Toa Payoh Hillside.

Two-Room Flexi Flats Are Available at All Seven Projects

More than one in three flats in the launch are two-room Flexi units. Toa Payoh Hillside also has 256 Community Care Apartments, which pair senior-friendly flats with a mandatory package of support services. This is the first launch of these apartments since the minimum age dropped from 65 to 55.

How to Apply by 11 November

Applications close at 11.59pm on 11 November on the HDB Flat Portal. Buyers need a valid HFE letter when they apply. The letter tells them whether they qualify to buy a flat and whether they can get CPF housing grants or an HDB loan.

Applicants can apply for one flat type in one town, and the application fee is S$10. HDB uses a computer ballot to shortlist buyers, so buyers can submit their applications at any point during the window.

HDB has paused new HFE letter applications during the sales exercise and will reopen that service on 12 November. It will continue processing HFE letter applications that have already been submitted.
