29YO Man Who Allegedly Used Wooden Pole to Hit 19YO Sister, Who Later Died, May Face More Serious Charges

When you watch all those Taiwanese dramas where siblings fight it out over who gets the inheritance, you might think: wow, that’s intense.

You might even snort and make a comment about how unrealistic it is. 

Unfortunately, given how we have people physically and sexually abusing their own siblings these days, such situations are more than realistic. 

Some sibling rivalry is good and all, but it stops being fun when abuse is involved. 

29YO May Have Original Charge Upgraded to a More Serious Offence 

29-year-old Huang Bocan currently faces an assault charge of voluntarily causing grievous hurt to his 19-year-old sister, Huang Baoying. 

However, as prosecutors await the results for a post-mortem on the victim, who was pronounced dead at the scene, it seems like Huang Bocan might face more serious charges on top of his original charge. 

One such charge includes a count of wrongful confinement. 

The Assault Incident 

Huang Bocan was charged in court on 6 May for allegedly beating his sister with a wooden pole. 

The incident took place on 4 May around 11pm, in a unit at Block 602, Clementi West Street 1. The police were reportedly alerted to the incident early the next day, at 6.30am. When authorities arrived at the scene, the 19-year-old victim was found dead inside the flat. 

The cause of her death has yet to be ascertained. 

Other than Huang Bocan, there were two other people who had also beat Huang Baoying with the wooden pole. The two accomplices include 41-year-old Chee Mei Wan, a Singapore permanent resident, and 62-year-old Singaporean Lim Peng Tiong. 

According to The Straits Times, Lim is one of two owners of the flat where Huang Baoying’s body was found. 

Currently, the three are remanded at the Central Police Division, and their cases have been delayed to 25 May. They have been charged each with one count of voluntarily causing grievous hurt. 

One found guilty of voluntarily causing grievous hurt can be sentenced up to 10 years’ jail, and fined or caned. However, Chee cannot be caned as she is a woman. 

Statistics for Family Violence

In January this year, the Singapore Police Force (SPF) released figures on family violence for the first time. 

In the year of 2020, 5,135 reports were made—these reports included cases of voluntarily causing hurt, using criminal force, assault, criminal intimidation, and wrongful confinement.

According to the SPF, the large number of cases reported in 2020 can also partly be attributed to the work-from-home arrangement which resulted in more people spending longer hours at home.
