Two Singaporean men who helped run a vape syndicate in Singapore have been jailed after more than 58,000 vape products were found in a Lentor terrace house and a Canberra condominium unit. The sentences were handed down on Monday, 5 October 2026. Wong Ee Wei, 29, was sentenced to 25 months’ jail and fined S$100,000. Kenneth Tan Hong Chang, 31, was sentenced to 45 months’ jail, fined S$36,000 and banned from driving. Tan’s wife, Tiffany Lim Hui Ping, 30, was sentenced to 18 months’ jail and fined S$44,000. The Syndicate Stored Vape Products in Two “Warehouses” According to CNA’s court report, the syndicate distributed vape products brought in from Malaysia between around mid-2022 and 16 October 2025. The operation was allegedly headed by a Malaysia-based person known as “Nobody”, who arranged for vape products to be delivered into Singapore. Wong and Tan were local syndicate leaders in Singapore. They managed two storage locations described in court as “warehouses”. One was a terrace house in Lentor, near Yio Chu Kang, while the other was a condominium unit in Canberra, in the Sembawang area. The two men also coordinated the movement of vape products between the storage locations and handled the operation’s finances, including counting daily earnings and handing money to money mules arranged by “Nobody”. Lim worked as a distributor in Singapore. Her role included taking stock, packing vape products for daily orders and sorting them for delivery. More Than 58,000 Products Were Found The syndicate was caught on 16 October 2025. More than 58,000 vape products were found in the two storage locations. Nearly 17,000 of the items were vapes. The syndicate had several layers. Leaders managed the storage units and coordinated deliveries, distributors packed and sorted orders, while area distributors delivered the items and collected cash payments. Court documents cited by CNA stated that Wong was introduced to “Nobody” sometime in 2022 by another Malaysia-based vape supplier. Wong later agreed to manage and distribute vapes in Singapore. From mid-2022 to December 2024, he recruited several Singaporeans to help run the operation. After December 2024, Wong became what the court described as a “sleeping partner”. He stepped back from daily management but continued earning between S$5,000 and S$7,000 a month. Tan became a syndicate leader later, in February 2025. Wife Rented Condo Unit Used for Storage Tan involved his wife in the operation after joining the syndicate. Lim signed a two-year tenancy agreement for the Canberra condominium unit, which cost S$3,300 a month in rent. The unit was then used as the syndicate’s second storage location, managed by Tan. Besides packing orders, Lim would pass packed items to area distributors at a car park in Ang Mo Kio. At times, she also helped collect vape products from couriers under Tan’s instructions. Lim pleaded guilty to possessing vapes for sale, being part of an organised crime group and allowing a place to be used for crime. Wong had earlier pleaded guilty to conspiring to possess vapes for sale and being part of an organised crime group. Tan pleaded guilty to similar vape-related charges, as well as unrelated offences involving cheating, misappropriation and traffic matters. Tan Also Admitted to Other Offences Tan’s sentence was longer partly because his case involved other crimes. CNA reported that he had previously worked as a human resource and finance assistant for Chocolate Origin’s parent company, Dadaca. Between October 2023 and May 2024, he misappropriated money from his employer by changing the bank accounts that received supplier and e-commerce payments. He also faced traffic-related offences. Vaping Is Illegal in Singapore Singapore prohibits the import, sale, distribution, possession and use of vaporisers and their components. The Health Sciences Authority says Singapore’s Tobacco and Vaporisers Control Act now consolidates enforcement, rehabilitation and education measures for vaporiser offences, including those involving specified psychoactive substances such as etomidate. Under Singapore law, offenders involved in supplying or distributing vaporisers can face jail and fines, with heavier penalties applying in more serious cases.
